Both the family and the owner will be given reasonable notice of all inspections. Exceptin the case of a life-threatening emergency, reasonable notice is considered to be not lessthan 48 hours. Inspections may be scheduled between 8:00 a.m. and 7:00 p.m. Generallyinspections will be conducted on business days only. In the case of a life-threateningemergency, the PHA will give as much notice as possible, given the nature of theemergency.Owner and Family Inspection AttendanceHUD permits the PHA to set policy regarding family and owner presence at the time ofinspection [HCV GB p. 10-27].PHA PolicyWhen a family occupies the unit at the time of inspection an adult, age 18 or over, mustbe present for the inspection. At the inspector’s discretion, the family’s representativemay be asked to provide proof of identification.The presence of the owner or the owner's representative is encouraged but is not required.At initial inspection of a vacant unit, the PHA will inspect the unit in the presence of theowner, owner's representative or with lockbox access. The presence of a familyrepresentative is permitted, but is not required.8-II.B. INITIAL HQS INSPECTION [24 CFR 982.405(a)]Timing of Initial InspectionsHUD requires the unit to pass HQS before the effective date of the lease and HAP Contract.HUD requires PHAs with fewer than 1,250 budgeted units to complete the initial inspection,determine whether the unit satisfies HQS, and notify the owner and the family of thedetermination within 15 days of submission of the Request for Tenancy Approval (RTA). ForPHAs with 1,250 or more budgeted units, to the extent practicable such inspection anddetermination must be completed within 15 days. The 15-day period is suspended for any periodduring which the unit is not available for inspection [982.305(b)(2)].PHA PolicyThe PHA will complete the initial inspection within 2 business days (if owner advisesunit is ready), determine whether the unit satisfies HQS, and notify the owner and thefamily of the determination within 10 business days of submission of the Request forTenancy Approval (RTA).Inspection Results and Reinspections© Copyright 2008 Nan McKay & Associates, Inc.
