The PHA must define a “healthy living environment” for the local climate. This may be done byestablishing a temperature that the heating system must be capable of maintaining, that isappropriate for the local climate.PHA PolicyThe heating system must be capable of maintaining an interior temperature of 65 degreesFahrenheit between October 1 and March 31. Owners of units in non-compliance duringthis period will be given until the next business day to provide safe and adequate heatingequipment.The air conditioning system must be capable of maintaining an interior temperature of 80degrees Fahrenheit between April 1 and September 30. Owners of units in noncomplianceduring this period will be given until the next business day to provide safeand adequate air conditioning equipment.Clarifications of HUD RequirementsPHA PolicyAs permitted by HUD, the PHA has adopted the following specific requirements thatelaborate on HUD standards.AdditionsWalls:In areas where plaster or drywall is sagging, severely cracked or otherwise damaged, itmust be repaired or replaced.Any exterior or interior surfaces with peeling or chipping paint must be scraped andpainted with two coats of unleaded paint or other suitable material. This includes alloutbuildings and secondary structures on the property.Windows:All window sashes must be in good condition, solid and intact, and fit properly in thewindow frame. Damaged or deteriorated sashes must be replaced.Windows must be weatherstripped as needed to ensure a watertight seal.Window screens must be in good condition (applies only if screens are present).Any room for sleeping must have a window that leads to the exterior.Any room with windows designed to be openable must have at least one window that isopenable.Doors:All exterior doors must be weather-tight to avoid any air or water infiltration, belockable, have no holes, have all trim intact, and have a threshold.Floors:© Copyright 2008 Nan McKay & Associates, Inc.
