Family Members Receiving SSA Disability BenefitsVerification of the receipt of disability benefits from the Social Security Administration (SSA) issufficient verification of disability for the purpose of qualifying for waiting list preferences (ifapplicable) or certain income disallowances and deductions [VG, p. 23].PHA PolicyFor family members claiming disability who receive disability benefits from the SSA, thePHA will attempt to obtain information about disability benefits through the HUDEnterprise Income Verification (EIV) system when it is available. If documentation fromHUD’s EIV System is not available, the PHA will request a current (dated within the last60 days for applicants and 120 days for participants) SSA benefit verification letter fromeach family member claiming disability status. If the family is unable to provide thedocument(s), the PHA will ask the family to request a benefit verification letter by eithercalling SSA at 1-800-772-1213, or by requesting it from www.ssa.gov. Once theapplicant or participant receives the benefit verification letter they will be required toprovide it to the PHA.MTW Program ParticipantsIf documentation from HUD’s EIV System is not available, the PHA will request acurrent (dated within the last 90 days for applicants and 180 days for participants) SSAbenefit verification letter from each family member claiming disability status.Family Members Not Receiving SSA Disability BenefitsReceipt of veteran’s disability benefits, worker’s compensation, or other non-SSA benefits basedon the individual’s claimed disability are not sufficient verification that the individual meetsHUD’s definition of disability in 24 CFR 5.603.PHA PolicyFor family members claiming disability who do not receive disability benefits from theSSA, a knowledgeable professional must provide third-party verification that the familymember meets the HUD definition of disability. See the Eligibility chapter for the HUDdefinition of disability.
