When Third-Party Verification is Not RequiredMTW ProgramThird-party verification is not required for MTW program participants.Primary DocumentsThird-party verification is not required when legal documents are the primary source, such as abirth certificate or other legal documentation of birth.Certain Assets and ExpensesThe PHA will accept a self-certification from a family as verification of assets disposed of forless than fair market value [HCV GB, p. 5-28].The PHA will determine that third-party verification is not available if the asset or expenseinvolves an insignificant amount, making it not cost-effective or reasonable to obtain third-partyverification [VG, p. 15].PHA PolicyThe PHA will use review of documents in lieu of requesting third-party verification whenthe market value of an asset(s) or an expense(s) total less than $25,000 annually and thefamily has original documents that support the declared amount.Certain Income, Asset and Expense SourcesThe PHA will determine that third-party verification is not available when it is known that anincome source does not have the ability to provide written or oral third-party verification [VG, p.15]. For example, the PHA will rely upon review of documents when the PHA determines that athird party's privacy rules prohibit the source from disclosing information.PHA PolicyThe PHA also will determine that third-party verification is not available when there is aservice charge for verifying an asset or expense and the family has original documentsthat provide the necessary information.The PHA will document in the family file the reason that 3 rd party verification was notavailable and will place a photocopy of any original document(s) in the family file. [VG,p.15]If the family cannot provide original documents, the PHA will pay the service chargerequired to obtain third-party verification as applicable, unless it is not cost effective inwhich case a self-certification will be acceptable as the only means of verification.
