TID reports will be retained in participant files with the applicable annual or interimreexamination documents.When the PHA determines through TID reports and third party verification that a familyhas concealed or under-reported income, corrective action will be taken pursuant to thepolicies in Chapter 14, Program Integrity.Income Discrepancy Reports (IDRs)The IDR is a tool for identifying families who may have concealed or under-reported income.Data in the IDR represents income for past reporting periods and may be between 6 months and30 months old at the time IDRs are generated.Families who have not concealed or under-reported income may appear on the IDR in somecircumstances, such as loss of a job or addition of new family members.PHA PolicyThe PHA will generate and review IDRs as part of the annual reexamination process. Inreviewing IDRs, the PHA may begin with the largest discrepancies.When the PHA determines that a participant appearing on the IDR has not concealed orunder-reported income, the participant’s name will be placed on a list of “false positive”reviews. To avoid multiple reviews in this situation, participants appearing on this listwill be eliminated from IDR processing until a subsequent interim or annualreexamination has been completed.When it appears that a family may have concealed or under-reported income, the PHAwill request third-party written verification of the income in question.When the PHA determines through IDR review and third party verification that a familyhas concealed or under-reported income, corrective action will be taken pursuant to thepolicies in Chapter 14, Program Integrity.EIV Identity VerificationThe EIV system verifies tenant identities against SSA records. These records are compared toPIC data for a match on Social Security number, name, and date of birth.When identity verification for a participant fails, a message will be displayed within the EIVsystem and no income information will be displayed.PHA PolicyThe PHA will identify participants whose identity verification has failed as part of theannual reexamination process.The PHA will attempt to resolve PIC/SSA discrepancies by reviewing file documents.When the PHA determines that discrepancies exist due to PHA errors such as spellingerrors or incorrect birth dates, the errors will be corrected promptly.© Copyright 2008 Nan McKay & Associates, Inc.Page 7-6Revised/Approved 04/08/10 (Eff: 07/01/10)Unlimited copies may be made for internal use.
