When tenant-provided documents are used to anticipate annual income, they will bedated within the last 60 days of the reexamination interview date.EIV quarterly wages will not be used to project annual income at an annual or interimreexamination.6-I.D. EARNED INCOMETypes of Earned Income Included in Annual IncomeWages and Related Compensation. The gross amount, before any payroll deductions, of wagesand salaries, overtime pay, commissions, fees, tips and bonuses, and other compensation forpersonal services is included in annual income [24 CFR 5.609(b)(1)].PHA PolicyFor persons who regularly receive bonuses or commissions, the PHA will verify and thenaverage the reported amounts. If a new employee has not yet received any bonuses orcommissions, the PHA will count only the amount estimated by the employer. The filewill be documented appropriately.Some Types of Military Pay. All regular pay, special pay and allowances of a member of theArmed Forces are counted [24 CFR 5.609(b)(8)] except for the special pay to a family memberserving in the Armed Forces who is exposed to hostile fire [24 CFR 5.609(c)(7)].Types of Earned Income Not Counted in Annual IncomeTemporary, Nonrecurring, or Sporadic Income [24 CFR 5.609(c)(9)]. Sporadic income isincome that is not received periodically and cannot be reliably predicted. For example, theincome of an individual who works occasionally, as a handyman would be considered sporadic iffuture work could not be anticipated and no historic, stable pattern of income existed. Suchincome is not counted.Children’s Earnings. Employment income earned by children (including foster children) underthe age of 18 years is not included in annual income [24 CFR 5.609(c)(1)]. (See Eligibilitychapter for a definition of foster children.)Certain Earned Income of Full-Time Students. Earnings in excess of $480 for each full-timestudent 18 years old or older (except for the head, spouse, or co-head) are not counted [24 CFR5.609(c)(11)]. To be considered “full-time,” a student must be considered “full-time” by aneducational institution with a degree or certificate program [HCV GB, p. 5-29].Income of a Live-in Aide. Income earned by a live-in aide, as defined in [24 CFR 5.403], is notincluded in annual income [24 CFR 5.609(c)(5)].
