PHA PolicyIf the family includes a child or children temporarily absent from the home due toplacement in foster care, the PHA will determine from the appropriate agency when thechild/children will be returned to the home.If the time period is to be greater than 90 consecutive days from the date of removal ofthe child/children, the Voucher size will be reduced. If all children are removed from thehome permanently, the voucher size will be reduced in accordance with the PHA'ssubsidy standards.Absent Head, Spouse, or Co-headPHA PolicyAn employed head, spouse, or co-head absent from the unit more than 45 consecutivedays due to employment will continue to be considered a family member.Family Members Permanently Confined for Medical ReasonsIf a family member is permanently confined to a hospital or nursing home and there is a familymember left in the household, the PHA will calculate the income by using the followingmethodology and use the income figure, which would result in a lower payment by the family:Exclude the income and deductions of the member if his income goes directly to the facility;orInclude the income and deductions of the member if his income goes to a family member.PHA PolicyIf any family member leaves the household to enter a facility such as hospital, nursinghome, or rehabilitation center, the PHA will seek advice from a responsible medicalprofessional as to the likelihood and timing of their return. If the verification indicatesthat the family member will be permanently confined to a nursing home, the familymember will be considered permanently absent. If the verification indicates that thefamily member will return in less than 90 consecutive days, the family member will notbe considered permanently absent.If the person who is determined to be permanently absent is the sole member of thehousehold, assistance will be terminated in accordance with the PHA's "Absence ofEntire Family" policy.Joint Custody of DependentsPHA PolicyChildren who are subject to a joint custody agreement but live with one parent at least51% of the time will be considered members of the household.
