Involuntary Displacement Preference: This preference shall be given to those families that areinvoluntarily displaced by a natural disaster (fire, flood, hurricane, earthquake, etc.), as verifiedby local, state, or federal authorities within the last 6 months.It will also be given to those families that are involuntarily displaced by PHA action (emergencyrelocation, demolition, sale of property, extensive rehabilitation, insufficient funding, etc.);A family residing in a PHA owned, operated housing development and SAHA/HUD sells,forecloses or demolishes, the project (to include major renovations/modernization, or propertyacquisition or other action of the PHA);Families of PHA sponsored housing programs, (Moderate Rehabilitation Program, Shelter PlusCare, Housing Choice Voucher Program, Homeownership Program, 5H HomeownershipProgram, and the Section 32 Homeownership Program) to meet specific housing needs (i.e.bedroom size, reasonable accommodation, or to satisfy legal judgments).Program Return Preference: This preference shall be given to those families that weredisplaced from the Section 8 Housing Choice Voucher Program due to insufficient funding andwere not offered alternative housing by SAHA.Demolition/Disposition Preference: This preference shall be given to residents of a PublicHousing development that has received HUD approval for demolition or disposition. To beeligible for this preference residents had to be residing in the public housing unit on the dateHUD approval is received.Section 5H Mirasol/Springview Homeownership Program Preference: Section 5H Mirasol/Springview Homeownership Program participants (as of August3, 2007) who choose to relocate due to non-purchase of the lease purchase residence; Section 5H Mirasol/Springview Homeownership Program homeowners, leasepurchaseparticipants, and Mirasol target site renters (as of August 3, 2007), whochoose to relocate due to health or construction concerns.The PHA may limit the number of applicants that may qualify for any local preference.If the waiting list is closed, the PHA will still accept pre-applications for the following localpreferences: Homeless, Involuntary Displacement, Demolition/Disposition, and Section 5HMirasol/Springview Homeowenrship Program. Proof of preference(s) will be required atthe time of application in order to be placed on the waiting list.Income Targeting Requirement [24 CFR 982.201(b)(2)]HUD requires that extremely low-income (ELI) families make up at least 75% of the familiesadmitted to the HCV program during the PHA’s fiscal year. ELI families are those with annualincomes at or below 30% of the area median income. Low income families admitted to the program that are “continuously assisted” under the 1937Housing Act [24 CFR 982.4(b)], as well as low-income or moderate-income families admitted tothe program that are displaced as a result of the prepayment of the mortgage or voluntarytermination of an insurance contract on eligible low-income housing, are not counted for incometargeting purposes [24 CFR 982.201(b)(2)(v)].PHA PolicyThe PHA will monitor progress in meeting the ELI requirement throughout the fiscalyear. Extremely low-income families will be selected ahead of other eligible families onan as-needed basis to ensure the income targeting requirement is met.Order of SelectionThe PHA’s method for selecting applicants from a preference category leaves a clearaudit trail that can be used to verify that each applicant has been selected in accordancewith the method specified in the administrative plan.PHA PolicyFamilies will be placed on the waiting list in the following order by date of application.1.
