OVERVIEWPART I: THE APPLICATION PROCESSThis part describes the policies that guide the PHA’s efforts to distribute and accept applications,and to make preliminary determinations of applicant family eligibility that affect placement ofthe family on the waiting list. This part also describes the PHA’s obligation to ensure theaccessibility of the application process to elderly persons, people with disabilities, and peoplewith limited English proficiency (LEP).The policy of the PHA is to ensure that all families who express an interest in housing assistanceare given an equal opportunity to apply, and are treated in a fair and consistent manner. Theprimary purpose of the intake function is to gather information about the family, but the PHAwill also utilize this process to provide information to the family so that an accurate and timelydecision of eligibility can be made. Applicants will be placed on the waiting list in accordancewith this Plan.The purpose of application taking is to permit the PHA to gather information and determineplacement on the waiting list. The application will contain questions designed to obtain pertinentprogram information.Families who wish to apply for any one of the PHA's programs must complete a written preapplicationform. Applications will be made available in an accessible format upon requestfrom a person with a disability.When the waiting list is open, any family asking to be placed on the waiting list for Section 8rental assistance will be given the opportunity to complete an application.The application process will involve two phases. The first is the "initial" application forassistance (referred to as a pre-application). This first phase results in the family's placement onthe waiting list.The second phase is the "final determination of eligibility" (referred to as the full application).The full application takes place when the family reaches the top of the waiting list. At this timethe PHA ensures that verification of all HUD and PHA eligibility factors is current in order todetermine the family's eligibility for the issuance of a voucher.4-I.B. APPLYING FOR ASSISTANCE [HCV GB, pp. 4-11 – 4-16]Any family that wishes to receive HCV assistance must apply for admission to the program.HUD permits the PHA to determine the format and content of HCV applications, as well howsuch applications will be made available to interested families and how the PHA will acceptapplications.PHA PolicyAll persons who wish to apply for any of the PHA’s programs must submit a preapplicationvia written format, as indicated in our public notice.
