Minutes of the Regular Work Session of theBoard of Mayor and Aldermen City of Kingsport TennesseeTuesday March 24 2009400 PMCouncil Room City HallPRESENTBoard of Ma or and AldermenMayor Dennis R PhillipsAlderman Valerie JohVice Mayor Benjamin K MallicoteAlderman Charles K Marsh JrCity AdministrationJohn G Campbell City ManagerJ Michael Billingsley City AttorneyJames H hemming City Recorder1 CALL TO ORCER 400pm by Mayor Phillips2 ROLL CALL By Deputy City Recorder GilbertAlderman Larry A MunseyAlderman Patrick W ShullAlderman Jantry ShupePage 1 of 43 WORK SESSION TICKLER Alderman Munsey inquired about the status ofinformation requested at the last BMA meeting regarding red light camera fines andadded that he would like to see warning lights installed noting the approach to a redlight camera intersection Police Chief Osborne indicated he has the results of thesurvey done and will report at the next worK sessionAlderman Marsh questioned the posting of a Farmers Ma Ket sign on the Quebecor sitealong Center Street when no action regarding this has come before the BMA Assistantto the City Manager Chris McCartt referred Mr Marsh to last year s discussion aboutrelocating the Farmers Market to the Quebecor site but were unable to do so for the2008 season because of the need for demolition so they elected to use the RegionsBanK parking lot which is not available this year Mr McCartt has met with KingsportFarmers Market President Jim La Follette to discuss the move to this site in AprilAlderman Marsh expressed concern about the City making significant improvementinvestments and incurring operating costs involving the market on the Quebecor siteCity Manager Campbell stated that the demolition and improvements made such asleveling the ground would need to be done to prepare that site for any further Cityredevelopment Mayor Phillips asked that further discussion on this subject be Field atthe next BMA work session with Farmers Markets representatives attending4 REVIEW OF AGENDA ITEMS ON MARCH 24 2009 REGULAR BUSINESSAGENDA City Manager Campbell members of staff and community membersprovided a summary or presentation for each item on the proposed agenda Thoseitems the Board discussed at greater length or which received specific questions orconcerns included
