97. Mail bags.- Mail bags <strong>of</strong> the Postal Authorities shall have to becarried for which an agreement shall have to be made with the Postal Authoritiesregarding fare etc. Secretary, Regional Transport Authority may issue suitabledirections in this regard, if required. No subsidy for this facility shall be given by theState <strong>Government</strong>.8. Time table, its adherence and observation <strong>of</strong> orders <strong>of</strong> the State<strong>Government</strong> regarding management <strong>of</strong> Bus Stands.-(i)(ii)(iii)(iv)(v)(vi)The State <strong>Government</strong> or State Transport Authority shall fromtime to time issue suitable orders for coordinated operation <strong>of</strong>service in the interest <strong>of</strong> general public.In particular and without prejudice to the generality <strong>of</strong> theforegoing powers, any place inside or outside the cities,municipal boundaries can be declared as Bus Stand for specificroutes/permits and several places in the city along a route canbe declared as stages <strong>of</strong> operation.The time schedules for operation <strong>of</strong> various buses <strong>of</strong> StateTransport Undertaking and private operator from various busstands within a district shall be decided by the Secretary,Regional Transport Authority or State Transport Authority foreach and every notified route in consultation with all theoperators including the authorities <strong>of</strong> <strong>Haryana</strong> Roadways. Hemay also consult heads <strong>of</strong> local bodies, panchayat, EducationalInstitution falling on the concerned routes, if he deems fit.For properly coordinating the services at different bus stands,booth timings as per notified time schedule shall be given.Wherever number <strong>of</strong> booths at the bus stands are less than therequirement, main booths shall be allowed first to the long routebuses. The buses running towards villages or on short routes oron shuttle services, shall be given temporary booths which aresuitably located and separately ordered as such by the StationIncharge <strong>of</strong> the bus stand. Before issuing such an order, theStation Incharge shall take the approval <strong>of</strong> the Secretary,Regional Transport Authority in this regard.No application for amendment or review <strong>of</strong> time table shallnormally be considered till atleast 3 months have elapsed afterintroduction <strong>of</strong> the time table. If any private operator has agenuine grievance and wants consideration <strong>of</strong> the time table,after expiry <strong>of</strong> atleast 3 months, he may apply for the same withnecessary documents alongwith a processing fee <strong>of</strong> Rs. 1000/-.The Secretary, Regional Transport Authority shall consider suchapplication, make necessary enquiries, if any, and decide theapplication within 15 days <strong>of</strong> its receipt.Within the notified bus stands, the Station Incharge shall be theauthority to implement and regulate the time schedules andbooth timings for all the buses, as per the guidelines framed bythe State <strong>Government</strong> or as per the general orders framed inthis regard. Secretary, Regional Transport Authority shall,however, exercise overall monitoring functions.
