Allotment of permits/routes to be made district-wise.-In order toensure that the private operator who have already been allotted the routes/permitsunder the Scheme 1993 ply the buses satisfactorily, applicants from a district shallbe allotted routes/permits in the same district. Only in case if number of applicantsfrom a particular district are less than the number of routes/permits available thenthe eligible applicants from the adjoining district shall be considered for allotment.In case there are more number of applicants than the number of routes/permitsavailable in the district, then the allotment of routes/permits shall be made throughdraw of lots from applicants of the same district.While taking out draw of lots, first draw shall be held for reserved categoryapplicants in the following order:-(i)(ii)(iii)(iv)Scheduled CastesBackward ClassesEx. ServicemenPhysically Handicapped etc.All private operators of the Scheme 1993 who are plying buses on theallotted original routes with or without extension up to 24 Kms only in terms ofjudgment of Hon’ble Supreme Court of India in SLP No.22774 of 2007 shall begiven preference in the new scheme. However, no additional permit shall begranted to any private operator or Transport Co-operative Society or any of itsmember already holding a stage carriage permit under this policy.No request under any circumstances to grant extension beyond 24 Kms. in theoriginal route as per Scheme 1993 shall be considered. Under the new policywherever the State Transport Authority/Regional Transport Authority feels thatproper connectivity is to be provided to a major town/village, either on theoriginating destination or on the termini side, then minor modification under theroute up to a short distance of 10 Kms. may be allowed in the public interest.However, such minor modification/adjustment shall be made within the first 6months of the operation of the policy. No extension/modification in the routes shallbe allowed after 6 months of allotment of permit. The allottee shall have to ply thebus on the allotted route only and under no circumstances, the route shall bealtered or request for alternate route shall not be considered. If any allottee isfound plying bus on a non allotted route, his permit shall be cancelled.21. Duties and Responsibility of Private Transport Operators.-(i)The driver of the bus shall have a valid driving licence (forheavy transport vehicles). The conductor of the bus shall alsohave a valid conductor’s licence issued by competent authority.They shall be provided with Passenger Service Vehicle badgesand shall have to get their licenses renewed from time to time.(ii)The staff (Drivers/Conductors) deployed by the permit holdersfor operating the buses under this policy shall be issued photoidentity cards and a copy of which shall also be submitted inthe office of Secretary, Regional Transport Authority.
