10. Allotment of permit.-(a)14An existing private operator of 1993 scheme may, if he wants,apply for any bus route permit being offered under this policy. Ifhe fails to get his desired route as per procedure laid downunder this policy then he shall retain his original route in lieu ofold permit. No operator under any Scheme (1993 or 2001Scheme) who is a defaulter of any tax/dues shall under nocircumstances be considered for allotment/confirmation/renewalof a permit. He shall be proceeded as per provisions of theMotor Vehicles Act, 1988 (59 of 1988).(b)(c)Procedure of allotment to 1993 scheme operators.- Theprivate operator shall be asked to indicate his choice on fiveroutes in order of preference. Efforts shall be made toaccommodate him as per his order of preference within thesame district. If the number of applicants for any permit is morethan one, the permit shall be allotted through open draw of lotsin the presence of all the applicants. However, in case, nopermit has been granted as per five choices, the applicant shallbe asked to give his option on other five routes.For remaining routes/permits (after adjusting all the operators of1993 Scheme), if the number of eligible applicants exceed thenumber of permits to be allotted, permits shall be allotted to theeligible applicants through draw of lots:Provided that if any Transport Cooperative Society orprivate operator granted stage carriage permit under the‘Private Bus Service Scheme of 1993’ does not want to operateunder the proposed policy 2010, he shall be allowed to operateon the existing route up to the date of validity of earlier permits.After the expiry of such permit, it shall not be renewed. Theroute/permit thus vacated shall be allotted as per provisions ofthe policy 2010.(d)Applicant may apply for more than one permit to be allotted butonly one permit shall be allotted to one operator.11. Processing fee/Security/Earnest Money/Refund/Commencementof bus operation.-(i)(ii)(iii)A non refundable amount of Rs. 5000/- shall be charged asprocessing fee under this Scheme.On receipt of letter of offer regarding allotment of route permit,the successful applicant shall deposit a refundable security ofsum of Rs.1,00,000/- in respect of full body bus andRs. 50,000/- in respect of mini bus (Rs. 50,000/- for SCs/BCsand other reserved category candidates for full body bus andRs. 25,000/- for mini bus) within 30 days from the date ofreceipt of allotment letter in the form of a bank draft with theRegional Transport Authority of the district. No interest of anykind shall be payable on the deposit. This security shall remainwith the Department during the currency of the permit.The successful applicant shall ensure that the operation of busstarts within 180 days from the date of issue of offer letter.
