10. Allotment <strong>of</strong> permit.-(a)14An existing private operator <strong>of</strong> 1993 scheme may, if he wants,apply for any bus route permit being <strong>of</strong>fered under this <strong>policy</strong>. Ifhe fails to get his desired route as per procedure laid downunder this <strong>policy</strong> then he shall retain his original route in lieu <strong>of</strong>old permit. No operator under any Scheme (1993 or 2001Scheme) who is a defaulter <strong>of</strong> any tax/dues shall under nocircumstances be considered for allotment/confirmation/renewal<strong>of</strong> a permit. He shall be proceeded as per provisions <strong>of</strong> theMotor Vehicles Act, 1988 (59 <strong>of</strong> 1988).(b)(c)Procedure <strong>of</strong> allotment to 1993 scheme operators.- Theprivate operator shall be asked to indicate his choice on fiveroutes in order <strong>of</strong> preference. Efforts shall be made toaccommodate him as per his order <strong>of</strong> preference within thesame district. If the number <strong>of</strong> applicants for any permit is morethan one, the permit shall be allotted through open draw <strong>of</strong> lotsin the presence <strong>of</strong> all the applicants. However, in case, nopermit has been granted as per five choices, the applicant shallbe asked to give his option on other five routes.For remaining routes/permits (after adjusting all the operators <strong>of</strong>1993 Scheme), if the number <strong>of</strong> eligible applicants exceed thenumber <strong>of</strong> permits to be allotted, permits shall be allotted to theeligible applicants through draw <strong>of</strong> lots:Provided that if any Transport Cooperative Society orprivate operator granted stage carriage permit under the‘Private Bus Service Scheme <strong>of</strong> 1993’ does not want to operateunder the proposed <strong>policy</strong> <strong>2010</strong>, he shall be allowed to operateon the existing route up to the date <strong>of</strong> validity <strong>of</strong> earlier permits.After the expiry <strong>of</strong> such permit, it shall not be renewed. Theroute/permit thus vacated shall be allotted as per provisions <strong>of</strong>the <strong>policy</strong> <strong>2010</strong>.(d)Applicant may apply for more than one permit to be allotted butonly one permit shall be allotted to one operator.11. Processing fee/Security/Earnest Money/Refund/Commencement<strong>of</strong> bus operation.-(i)(ii)(iii)A non refundable amount <strong>of</strong> Rs. 5000/- shall be charged asprocessing fee under this Scheme.On receipt <strong>of</strong> letter <strong>of</strong> <strong>of</strong>fer regarding allotment <strong>of</strong> route permit,the successful applicant shall deposit a refundable security <strong>of</strong>sum <strong>of</strong> Rs.1,00,000/- in respect <strong>of</strong> full body bus andRs. 50,000/- in respect <strong>of</strong> mini bus (Rs. 50,000/- for SCs/BCsand other reserved category candidates for full body bus andRs. 25,000/- for mini bus) within 30 days from the date <strong>of</strong>receipt <strong>of</strong> allotment letter in the form <strong>of</strong> a bank draft with theRegional Transport Authority <strong>of</strong> the district. No interest <strong>of</strong> anykind shall be payable on the deposit. This security shall remainwith the Department during the currency <strong>of</strong> the permit.The successful applicant shall ensure that the operation <strong>of</strong> busstarts within 180 days from the date <strong>of</strong> issue <strong>of</strong> <strong>of</strong>fer letter. In
