13. MONITORING ● <strong>Plann<strong>in</strong>g</strong> <strong>for</strong> <strong>Renewable</strong> <strong>Energy</strong> <strong>in</strong> <strong>Worcestershire</strong>13. Monitor<strong>in</strong>g and Further Work13.1 Monitor<strong>in</strong>g will be undertaken onan annual basis to see how anyrenewable energy policy is work<strong>in</strong>g. It willbe important to understand anyshortcom<strong>in</strong>gs or missed targets, and thereasons <strong>for</strong> these, <strong>in</strong> further ref<strong>in</strong><strong>in</strong>g thepolicy content.13.2 As and when new national and/orregional energy policy is published, thepolicies with<strong>in</strong> the LDF must seek toreflect this.13.3 As part of the local developmentframework, an Annual Monitor<strong>in</strong>g Report(AMR) is produced. PPS12 31 states atparagraph 4.48 that the AMR shouldreport on, <strong>in</strong>ter-alia:i) whether policies and related targetsor milestones <strong>in</strong> local developmentdocuments have been met or progress isbe<strong>in</strong>g made towards meet<strong>in</strong>g them or,where they are not be<strong>in</strong>g met or not ontrack to be<strong>in</strong>g achieved, the reasons why;ii) what impact the policies are hav<strong>in</strong>g<strong>in</strong> respect of national, regional and localpolicy targets and any other targetsidentified <strong>in</strong> local developmentdocuments.iii) the extent to which any localdevelopment order, where adopted, isachiev<strong>in</strong>g its purposes;iv) whether the policies <strong>in</strong> the localdevelopment document need adjust<strong>in</strong>g orreplac<strong>in</strong>g because they are not work<strong>in</strong>gas <strong>in</strong>tended;13.4 One of the challenges of energypolicy is to ensure it is measurable.Developments which meet the criteria <strong>for</strong>renewable energy generation will need tobe recorded, together with the type ofgenerat<strong>in</strong>g technology employed, and theamount of energy generated/carbonsaved. This <strong>in</strong><strong>for</strong>mation will allow <strong>for</strong> adetailed pattern to emerge of theparticular technologies that are mostcommonly used, and may highlight whereany market weaknesses exist. This<strong>in</strong><strong>for</strong>mation could be used to furtherdevelop the policy, and may lead to<strong>in</strong>creased targets <strong>in</strong> the future.13.5 As suggested above, basel<strong>in</strong>edata, <strong>in</strong>dicators and milestones must bedevised <strong>for</strong> the purpose of monitor<strong>in</strong>g.This will not necessarily mean a wholehost of new <strong>in</strong><strong>for</strong>mation-gather<strong>in</strong>grequirements, as some data that isalready collected can be used <strong>for</strong> thispurpose. One example of this is themonitor<strong>in</strong>g of domestic CO2 emissionsper capita, which are provided annuallydown to district level.13.6 Monitor<strong>in</strong>g of certa<strong>in</strong> dataconcern<strong>in</strong>g renewables, such as designedcapacity, or number of micro-turb<strong>in</strong>es<strong>in</strong>stalled, is likely to require <strong>in</strong>put at thedevelopment control stage.
