RENEWABLE ENERGY AND THE ECONOMY ● <strong>Plann<strong>in</strong>g</strong> <strong>for</strong> <strong>Renewable</strong> <strong>Energy</strong> <strong>in</strong> <strong>Worcestershire</strong>8. <strong>Renewable</strong> <strong>Energy</strong> and the Economy of<strong>Worcestershire</strong>8.1 Development of renewable energypresents significant opportunities <strong>for</strong> the<strong>Worcestershire</strong> economy <strong>in</strong> job creation,bus<strong>in</strong>ess growth, and agriculturaldiversification, amongst other benefits.8.2 In rural communities notconnected to ma<strong>in</strong>s gas or electricity,homes and bus<strong>in</strong>esses may rely uponcostlier <strong>for</strong>ms of energy <strong>in</strong>clud<strong>in</strong>g oil andliquefied petroleum gas (LPG). Mov<strong>in</strong>gtowards renewable <strong>for</strong>ms of energy couldreduce this reliance on costlier fossilfuels. For bus<strong>in</strong>ess <strong>in</strong> particular,<strong>in</strong>stallation of renewable energies canhelp to improve the so-called 'greencredentials' of companies.8.3 A growth <strong>in</strong> renewables will requirea commensurate growth <strong>in</strong> renewablesdesigners, manufacturers, suppliers,distributors, retailers, ma<strong>in</strong>tenanceeng<strong>in</strong>eers, etc. Whilst some of thisbus<strong>in</strong>ess growth may fall outside theCounty, by encourag<strong>in</strong>g <strong>Worcestershire</strong>'sdevelopment <strong>in</strong> renewables there is abetter chance that local people and localcompanies may benefit. Approximately£15-19 billion of capital expenditure wouldbe required nationally to meet the 2020renewable energy aspirations of the<strong>Energy</strong> White <strong>Paper</strong> 21 . With theassumption that economic activity relatedto renewables will rema<strong>in</strong> constantthroughout this period, between 17,000and 35,000 jobs could be susta<strong>in</strong>ed bythe <strong>in</strong>dustry at the national level. Theseestimates have been set conservativelyand do not take <strong>in</strong>to account recentgovernment policy <strong>in</strong>clud<strong>in</strong>g the Code <strong>for</strong>Susta<strong>in</strong>able Homes or the ClimateChange Bill. Furthermore, research hasshown that <strong>for</strong> every £40,000 <strong>in</strong>vested <strong>in</strong>renewable energy, one job is created 22 .The opportunity exists <strong>for</strong> <strong>Worcestershire</strong>to capitalise on this grow<strong>in</strong>g market.8.4 In rural areas, the establishment ofrenewable energies can offer benefits notonly through the provision of employmentopportunities, but also through support<strong>in</strong>glandowners <strong>in</strong> both the agricultural and<strong>for</strong>estry <strong>in</strong>dustries. By stimulat<strong>in</strong>g thedemand <strong>for</strong> renewable energy, it isevident that the expansion of therenewables market with<strong>in</strong> <strong>Worcestershire</strong>will present economic opportunities <strong>for</strong><strong>in</strong>ward <strong>in</strong>vestment and employment, aswell as <strong>in</strong> skills and tra<strong>in</strong><strong>in</strong>g.8.6 As an example, development ofbiomass heat<strong>in</strong>g or biomass CHP couldcreate the follow<strong>in</strong>g opportunities:●●●●●●●●●Installation and ma<strong>in</strong>tenance ofheat<strong>in</strong>g/CHP systems;Transportation - waste materials, woodmaterials;Agriculture - short rotation coppic<strong>in</strong>g(willow/miscanthus);Facility staff - adm<strong>in</strong>istration,management, handl<strong>in</strong>g, ma<strong>in</strong>tenance;Construction;Specialist skills - arboriculture, treesurgeons, etc;Technical advisors;Professionals - Architects, designers;<strong>Research</strong> and development.21<strong>Renewable</strong> Supply Cha<strong>in</strong> Gap Analysis, DTI (2004)20Technical <strong>Research</strong> <strong>Paper</strong>22West Midlands Regional <strong>Energy</strong> Strategy (November2004)
