6.10 Green belt designation covers asubstantial area of <strong>Worcestershire</strong>.Development with<strong>in</strong> the green belt mustbe judged aga<strong>in</strong>st the pr<strong>in</strong>ciples of'<strong>Plann<strong>in</strong>g</strong> Policy Guidance Note 2: GreenBelts', <strong>in</strong> which there is a generalpresumption aga<strong>in</strong>st development. Anyharm to the green belt must beoutweighed by very special circumstancesif a scheme is to be approved. PPS22states that these very specialcircumstances "may <strong>in</strong>clude the widerenvironmental benefits associated with<strong>in</strong>creased production of energy fromrenewable sources".6.11 The sensitivity of the County'shistoric environment (historic build<strong>in</strong>gs,buried archaeology and historiclandscapes) must also be consideredwhen look<strong>in</strong>g to accommodate bothenergy-efficiency measures andrenewable technologies. Guidance fromEnglish Heritage 17 suggests that <strong>for</strong>large-scale <strong>in</strong>stallations, issues of visualdom<strong>in</strong>ance, scale, <strong>in</strong>tervisibility betweenfeatures, vistas and sight l<strong>in</strong>es,movement, sound or light effects, andunaltered sett<strong>in</strong>gs must be given dueconsideration when assess<strong>in</strong>g sit<strong>in</strong>g anddesign. English Heritage also state thatwhen consider<strong>in</strong>g projects or plann<strong>in</strong>gapplications, consideration "should extendto both designated and significantundesignated sites and areas".Proposals <strong>for</strong> renewable energy schemesshould take <strong>in</strong>to account any potentialimpact upon buried archaeologicalrema<strong>in</strong>s. These may exist as earthworks<strong>in</strong> pasture or be completely buried and<strong>in</strong>visible. They are a 'f<strong>in</strong>ite and nonrenewableresource' (PPG16, para 6).17W<strong>in</strong>d <strong>Energy</strong> and the Historic Environment (October2005); Biomass <strong>Energy</strong> and the Historic Environment,English Heritage (December 2006).The risk is of direct damage ordestruction or an effect uponenvironmental conditions below ground(i.e affect<strong>in</strong>g the local water table) whichmay degrade the long term survival ofrema<strong>in</strong>s. Such rema<strong>in</strong>s are protectedunder the plann<strong>in</strong>g system via PPG16and local plan policies, and depend<strong>in</strong>gon scale and potential impact, anyproposals may be subject to the need <strong>for</strong>a Desk-based Assessment, Evaluation ora watch<strong>in</strong>g brief. Advice on specificproposals can be sought from the CountyHistoric Environment and ArchaeologyService.6.12 Listed build<strong>in</strong>gs are designatedbecause of their special architectural orhistoric <strong>in</strong>terest, and any changes thatcould threaten this special <strong>in</strong>terest areunlikely to be allowed. This couldpotentially <strong>in</strong>clude certa<strong>in</strong> renewableenergy technologies. Similarly, build<strong>in</strong>gswith<strong>in</strong> conservation areas are subject totighter plann<strong>in</strong>g controls. Alterations,especially those visible from the front ofthe build<strong>in</strong>g, may be resisted. Sensitivedesign is necessary to achieve workablesolutions <strong>for</strong> protected historic build<strong>in</strong>gs,and this <strong>in</strong>cludes the need to ensure thattheir sett<strong>in</strong>g is not compromised.Scheduled Ancient Monuments (SAMs)and Registered Parks and Gardens willalso require a sensitive approach if theircharacter is to be ma<strong>in</strong>ta<strong>in</strong>ed.6.
