(03/2012) Page 18(d)The Classification Proficiency Appraisal shall include:(1) an appraisal of the employee’s proficiency as measured by the criteria set out inAppendix 2 - Classification;(2) a review of the employee’s employment objectives <strong>and</strong> areas of interest;(3) a training plan agreed to by the employee <strong>and</strong> the manager identifying necessary training,experience, <strong>and</strong>/or skill upgrading to meet the employee’s employment objectives; <strong>and</strong>,(4) any training programs agreed to by the employee <strong>and</strong> the manager in accordance to theprovisions of Article 20.7 - Leave for Taking Courses, as required to meet the training planestablished under 12.13(d)(3).(e) Any revisions to the Classification Proficiency Appraisal format must be agreed to by bothparties.12.14 Classification Appeal Procedure(a) Where an employee disagrees with their classification placement based on a ClassificationProficiency Appraisal, the employee may file a grievance in accordance with Article 8.(b) Where a grievance is filed under Article 12.14(a), the Employer will allow the Union to reviewrelevant documents pertaining to the appraisal of the employee’s proficiency as measured by the criteriaset out in Appendix 2 - Classifications.13.1 ApplicationARTICLE 13 - LAYOFF AND RECALLBoth parties recognize that job security shall increase in proportion to length of service. Therefore, in theevent of a layoff, employees shall be laid off by classification in reverse order of the service seniority.13.2 Notice(a)(b)An employer shall not lay off an employee without giving the employee, in writing, at least:(1) two (2) weeks' notice where the employee has completed a period of employment of atleast six (6) consecutive months for regular employees <strong>and</strong> ten (10) consecutive months for casualemployees, <strong>and</strong>(2) after the completion of a period of employment of three (3) consecutive years, oneadditional week's notice, <strong>and</strong> for each subsequent completed year of employment, an additionalweek's notice up to a maximum of eight (8) weeks' notice.The period of notice shall not coincide with an employee's annual vacation.(c) When an employer lays off an employee <strong>and</strong> fails to comply with Article 13.2(a) the Employershall pay the employee notice pay equal to the period of notice required.(d) Payment under Article 13.2(c) does not relieve the Employer from making any other payment towhich the employee is entitled.(e)13.3 LayoffCopies of such notification will be forwarded to the Union.(a) In case of layoffs of regular staff, all employees in the category targeted by the layoffs will beconsulted to establish if they want to be laid off voluntarily.
