IntroductionThe <strong>Palmerston</strong> <strong>North</strong> <strong>Youth</strong> <strong>Survey</strong> was developed by the PNCC and the Mayor’sTaskforce on <strong>Youth</strong>. Its purpose is to provide organisations working with youngpeople, or providing services for them, with information about young people’sexperiences and activities. The survey was for young people aged 12-24 years, livingin <strong>Palmerston</strong> <strong>North</strong>.The survey was divided into four parts:Part One: Information about youThis section included gender, age, place of birth, ethnicity, languages spoken athome, living situation, and main activity.Part Two: Your life in <strong>Palmerston</strong> <strong>North</strong>This section included questions about leisure activities in the <strong>City</strong>, experience of the<strong>City</strong>, and opportunities to participate in decision-making. Participants were alsoasked for their views about what could improve for young people in <strong>Palmerston</strong><strong>North</strong>.Part Three: How you feel about your life right nowThe questions in this section focused on person experiences and perceptions.Participants were asked about day to day lives, their friends, family, and feelings.Part Four: Your experiencesThis section focused on the activities undertaken by participants, including tv andinternet, going to parties, exercise and where they hang it. Participants were alsoasked about their experiences of crime, bullying, being depressed, wagging, andthings they may have felt pressured to do.This <strong>Report</strong>This report describes the development of the survey and the method used, and thensets out the results under each of the headings above. Appendix One containsdetailed tables for each of the figures in the results section. The numbering of tablesin Appendix One corresponds to the numbering in the main report; i.e. Table 6a inthe appendix corresponds to Figure 6 in the report. There are not tables for all figures(where the figures are self-explanatory).BackgroundIn 2010 the Mayor’s Taskforce on <strong>Youth</strong> developed a draft youth survey. Fundingsecured from the Ministry of <strong>Youth</strong> Development was used to contract consultant DrPat Nolan to develop an overall concept for the survey, as well as a detailedmethodology. The draft was trialled with some schools, but not taken any further dueto a lack of available funding.In 2012 the <strong>Palmerston</strong> <strong>North</strong> <strong>City</strong> Council (<strong>City</strong> Future Unit) undertook to carry outthe survey and complete the project. It was agreed that this project would beundertaken on behalf of the Mayor’s Taskforce, and that the resulting informationwould then go back to the Taskforce to form the basis of further actions. Severalchanges were made to the survey, and these were discussed with nominatedrepresentatives of the Taskforce.The final survey included a confidentiality and consent clauses, to ensure that therights of young people were protected.3


MethodSchool, community organisations, employers, and churches were contacted to ask ifthey would participate in the youth survey. Due to the resource constraints, contactwas by email. The draft survey was provided to groups who requested it.Communication about the survey stressed that its purpose was not to carry out ayouth ‘census’ but rather to survey a sample of young people across the <strong>City</strong>. Groupswere informed that, where appropriate, they would be provided with the results fortheir own organisation as an incentive to participate. 1 The following is a briefsummary of the participant engagement process.Most intermediate and high schools in the <strong>City</strong> were contacted, as well asWhakatipuria Teen Parent Unit at Freyberg High School. All but two of theschools agreed to participate.The four tertiary institutions in the <strong>City</strong> were contacted, Massey University,UCOL, Te Wananga O Aotearoa and IPC. Each agreed to participate,although they did so in varying ways. For example, the surveys at MasseyUniversity went primarily to the Halls of Residence, whereas UCOL surveyswere distributed through lecturers.A broad request was circulated to training providers through their networkingorganisation. Seven training providers agreed to participate.MSD was requested to make the survey available to young job seekers.Unfortunately, while this was agreed, it did not occur.Four churches were approached to ask if their young adults’ groups couldparticipate in the survey. They all agreed to this.Eight employers were asked to participate in the youth survey, including theCouncil. Of these, five agreed to participate. These were the PNCC,Countdown, Briscoes/ Rebel Sport, NZTZ, Rodney Wayne and Farmers.A range of other organisations were also contacted and eight of these agreedto take part. They were the Manawatu <strong>Youth</strong> Orchestra, Linton Military Camp,YOSS, Te Aroha Noa, the <strong>Youth</strong> Justice Facility, <strong>Youth</strong> Space, Start, and theRed Socks <strong>Youth</strong> Football Team.Specific efforts were made to include organisations working with youngpeople with disabilities. For the most part, these organisations did notconsider that they had contact with appropriate groups of young people toinvolve in the survey.A total of 38 organisations agreed to administer surveys in a total of 40 locations.<strong>Survey</strong>s were printed with cover artwork was provided by a student from the<strong>Palmerston</strong> <strong>North</strong> Design School. The requested number of surveys was taken withsurvey boxes to each of 40 locations. This distribution was done in the two daysbefore the beginning of youth week, and in the beginning of youth week itself. Thenumber of surveys requested by organisations ranged from 4 to 1200.The survey forms and survey boxes advertised that participants could win a 32GBiPod Touch or vouchers from Downtown (these vouchers were donated). Participantswere asked to detach the entry form (the back page of the survey) and to also postthis in the survey box. The separation of entry form and survey was to maintainconfidentiality.The survey process was to target particular classes or groups to try and maximisethe return. organisations meant that there was no formal ‘class’ situation where the surveyscould be administered and then collected up.Council staff collected the survey boxes once organisations reported that they hadcompleted the surveys. Some of the organisations which agreed to participate did notmanage to get any completed surveys, so in total 34 organisations contributedcompleted surveys.Response RateThe organisations asked to participate in the survey were asked to estimate howmany surveys they could ask to be completed. This was to avoid wasted surveys,and to minimise the administrative load on participating organisations. For example,schools were asked to perhaps administer the survey through some classes, ratherthan throughout the whole school. This approach led to a very good return rate inschools, training organisations, and community organisations, where the surveyswere actively distributed, promoted and collected. The response rates were lower inplaces where the surveys were either ‘left out’ for young people to collect, ordistributed with no mechanism for collection. There was variation within the differenttypes of organisations too – for example, one employer asked for 100 surveys andreturned just 5, whereas another asked for 10 and ensured 10 were returned.The response rates were:Type of organisationResponse rateSchools 64.0Training organisations 54.9Tertiary organisations 16.9Churches 37.6Employers 13.9Total 34.0Analysis and Distribution of FindingsData entry was completed in August. The data was analysed in three age groups, aswell as for the survey participants overall. A draw for the iPod prize was made, and,as this had gone to Freyberg High School, Cr Utikere presented the prize atassembly. Names for the Movie Munchout Vouchers were also drawn. These peoplewere contacted for addresses, and sent their prizes.Each organisation providing a large number of completed surveys response willreceive an individualised report, and all organisations will be given the total analysis.The report will be given to the Mayor’s Taskforce on <strong>Youth</strong>.5


Number of participantsResultsThe results section provides detailed results of each part of the survey. Results in thesecond and third sections are broken down into three age groups: 12-14 years, 15-18 years, and 19-24 years. The three age group results are shown alongside theresults of the participants overall.The results section is a summary of the findings. Further details are provided inAppendix One.Part One: Information about the <strong>Survey</strong> ParticipantsThe <strong>Youth</strong> <strong>Survey</strong> was completed by 1,745 people. There were slightly more femaleparticipants (51.2%) than male participants (48.8%).The age range of participants reflects the high response rates of schools, with askew towards the younger age groups. Of thosewho reported they were born overseas, the highest numbers came from GreatBritain, (37), Australia (33), Philippines (16), China (16), Thailand (13) and SouthAfrica (13).The large majority of participants indicated that they belonged to the New ZealandEuropean ethnic group. Participants were able to tick multiple categories. Figure 2shows the distribution across the ethnic groups. Of those who indicated that they6

The large majority ofparticipants lived with one or both parents. Some of the ‘other’ category answerswere halls of residence and Linton army camp. See Figure 3.7

While nearly 5% ofparticipants described a combination of activities, or did not answer this question,almost three quarters of those who did respond were at school. Again, this reflectsthe age profile of the survey participants, with virtually all those aged 12-16 incompulsory schooling.8

Most of these participants reported that they found thisexperience ‘OK’, ‘easy’, or ‘very easy’. It should be noted that, as the survey wascarried out through organisations, few unemployed young people participated. MSDhas identified a job-seekers group who could be asked to participate in any futuresurveys. Participants were also asked about the opportunities they have toparticipate in decision-making about things that affect them.
