<strong>SSEC</strong> <strong>2010</strong>PREFACEThe <strong>Singapore</strong> Department of <strong>Statistics</strong> (DOS) develops national statisticalstandards and promotes their adoption and use in <strong>Singapore</strong>. The adoption and use of thesestandards in the collection, analysis and dissemination of statistics ensure consistency andcomparability of data, facilitating relevant and meaningful analysis as well as data sharing.The <strong>Singapore</strong> Standard Educational Classification (<strong>SSEC</strong>) is the national standardfor classifying educational programmes and qualifications. The <strong>SSEC</strong> is used for censusesof population, household surveys and administrative databases. The <strong>SSEC</strong> makes referenceto and is consistent with the basic framework and principles of the International StandardClassification of Education 1997 (ISCED 97) prepared by the United Nations Educational,Scientific and Cultural Organisation (UNESCO) Institute for <strong>Statistics</strong> (UIS). It is reviewedperiodically to reflect developments in the education system as well as initiatives inworkforce education and updating.The <strong>SSEC</strong> <strong>2010</strong> is the second version of the <strong>SSEC</strong> and supersedes the firstversion. It consists of three sub-classifications – classification of level of education attending,classification of educational qualification attained and classification of field of study. Thispublication includes the educational codes, scope and structure of the classification.Comparison tables of <strong>SSEC</strong> 2000 and <strong>SSEC</strong> <strong>2010</strong> for the three sub-classifications are alsoincluded to facilitate better understanding of the changes.The review of the <strong>SSEC</strong> was undertaken by a working group comprisingrepresentatives from several agencies, including the <strong>Singapore</strong> Department of <strong>Statistics</strong>,Ministry of Education, Ministry of Manpower, Institute of Technical Education and <strong>Singapore</strong>Workforce Development Agency. <strong>SSEC</strong> <strong>2010</strong>SINGAPORE STANDARD EDUCATIONAL CLASSIFICATION <strong>2010</strong>IntroductionThe <strong>Singapore</strong> Standard Educational Classification (<strong>SSEC</strong>) is designed for usein the collection of data (e.g. censuses, surveys, administrative records) that requires theclassification of educational programmes and qualifications. It is also used in thecompilation, presentation and analysis of a wide range of statistics, includingdemographic, social and education statistics. To ensure the continuing relevance of the<strong>SSEC</strong>, the classification is revised and updated regularly, taking into accountdevelopments in the education system as well as initiatives in the workforce educationand updating which tend to bring about new programmes and qualification/ certificationsystems.2 The <strong>SSEC</strong> <strong>2010</strong> makes reference to and is consistent with the basic frameworkand principles of the International Standard Classification of Education 1997 (ISCED 97).It is developed to take into account changes in the <strong>Singapore</strong> education landscape whileenhancing international comparability.Scope and Structure of the Classification3 The <strong>SSEC</strong> <strong>2010</strong> comprises of three sub-classifications: Classification of Level of Education Attending Classification of Educational Qualification Attained Classification of Field of Study4 The hierarchical structure of the <strong>SSEC</strong> is defined by aggregation levels andgroups which use <strong>Singapore</strong>‟s present education system and the formal educationalqualifications currently awarded in <strong>Singapore</strong> as the basis. For educational programmesoffered in <strong>Singapore</strong> based on foreign education systems, and qualifications which wereawarded in <strong>Singapore</strong> in the past or those awarded overseas, the approximateequivalence to the current system and qualifications in <strong>Singapore</strong> can be used tofacilitate the appropriate classification.5 The <strong>SSEC</strong> is revised to maintain relevance with various developments in thearea of education in <strong>Singapore</strong>. Apart from evolutions of the full-time education systemand vocational certification system, development in recent years of the continuingeducation and training programmes, in terms of recognition and rigor compared to themainstream formal education system, has also been taken into consideration whenrevising the <strong>SSEC</strong>. Appendix I briefly summarises the key developments in the<strong>Singapore</strong> education landscape. Appendix II provides a chart of the various programmesin <strong>Singapore</strong>‟s full-time education as well as continuing education and training systems.1


<strong>SSEC</strong> <strong>2010</strong>Sub-classifications of <strong>SSEC</strong> <strong>2010</strong>Classification of Level of Education Attending6 The level of education attending refers to the grade or standard of formaleducation that a full-time student is attending.7 The classification for level of education attending is a two-digit hierarchicalstructure. Six broad levels of education can be identified:Broad LevelTypical Age(years)Years of SchoolingPre-primary 4 to 5 2Primary 6 to 11 6Secondary 12 to 15 4Post-Secondary (Non-Tertiary) 16 to 18 2 to 3Diploma courses 16 to 18 2 to 3University 18 to 25 3 to 58 The six broad levels of education are broken down into more detailed categoriesby the grade of education at primary and secondary level, and by type of curriculum(general/vocational) at post-secondary level.9 When classifying the detailed categories, considerations have been taken interms of the educational content of the various educational levels. In practice,supplementary criteria for classifying educational level attending also include typical ageof students attending the educational programme, duration of education, minimumentrance requirements and next typical educational level.10 An example to illustrate the application of the criteria is the six-year IntegratedProgramme. While the Integrated Programme does not include a national examination atthe end of secondary school, a student would typically progress from the fourth year tothe fifth year to prepare for pre-university examinations such as the GCE „A‟ LevelExamination to be attempted at the end of the sixth year. The typical age of students inthe fifth and sixth year of the Integrated Programme is 16 to 18 years old. In addition, theprogression and duration within an Integrated Programme is similar to the conventionaleducational pathway with separate secondary and pre-university programmes.Therefore, the fifth and sixth year of the Integrated Programme would be classified asPost-Secondary (Non-Tertiary) level.2


<strong>SSEC</strong> <strong>2010</strong>Classification of Educational Qualification Attained11 The level of educational qualification attained refers to the grade or standard offormal education passed or the highest level of education where a certificate, diploma ordegree is awarded by a formal educational institution. The educational qualification maybe attained through full-time or part-time study in a structured educational programme.12 The classification for level of educational qualification attained is a two-digithierarchical structure. This has been ofparticular importance when identifying equivalent qualifications awarded by continuingeducation and training system in <strong>SSEC</strong> <strong>2010</strong>. For qualifications awarded by professionalbodies, these must be the result of the fulfilment of the requirements of structured3


<strong>SSEC</strong> <strong>2010</strong>educational programmes and passing of the appropriate standards. The levels ofeducational qualifications exclude skill certifications, certificates of courses attendanceand honorary qualifications which are not the result of formal learning and examinationby a formal educational institution or professional body.15 The attainment of an educational qualification usually occurs when a certaingrade or standard of education is passed at the end of an educational programme.Therefore, similar considerations of formal educational content, as in the case for level ofeducation attending, have to be done when classifying the educational qualificationattained. Supplementary criteria for classifying educational qualification include thetypical age of education, duration of education, minimum entrance requirements and nexttypical level of educational qualification.Classification of Field of Study16 The field of study refers to the principal discipline, branch or subject matter ofstudy that leads to the award of the qualification attained at polytechnic or universitylevels. Vocational qualifications at post-secondary level may also be classified by field ofstudy.17 The classification for field of study is a four-digit hierarchical structurecomprising three levels, following the ISCED 97. The levels of this hierarchy are termedas broad fields (two-digit), narrow fields (three-digit) and detailed fields (four-digit). Broadfields constitute the highest level of aggregation in the field of study classification.Currently there are 14 broad fields. <strong>SSEC</strong> <strong>2010</strong>13 Services99 Other Fields19 The following illustrates the formation of the hierarchy of the field of studyclassification from the broad field to the detailed field, using „Human ResourceManagement‟ as an example:Classification Title CodeBroad Field Business & Administration 05Narrow Field Administration & Management 051Detailed Field Human Resource Management 051220 At the three or four-digit levels, the digit „9‟ that appears in the last digit positiondenotes residual fields of study grouped at the respective level of detail.21 In classifying an educational programme by the field of study, the mainconsideration is the theoretical content of the programme. In the case of inter- or multidisciplinaryprogramme, i.e. programme which combine two fields of study, the „majorityrule‟ should be applied. Based on the majority rule, an inter- or multi-disciplinaryprogramme should be classified to the field of study which most time is spent on. Inpractice, the number of modular credits may be used in place of time spent on a field ofstudy.5


<strong>SSEC</strong> <strong>2010</strong>Comparison with <strong>SSEC</strong> 2000Classification of Level of Education Attending22 By comparison, the number of the highest aggregation (one-digit) groups forthe classification of level of education attending has been reduced from ten in <strong>SSEC</strong>2000 to eight in <strong>SSEC</strong> <strong>2010</strong>. This is mainly the result of re-classifying general andvocational educational programmes of similar educational level within the same onedigitgroup. The re-classification more clearly groups educational programmes ofsimilar level together and distinguishes educational programmes at the more detailedtwo-digit categories where general and vocational educational programmes can beseparately identified. This is to further align with the terminology used in ISCED 97.24 At the two-digit level, the number of educational level categories has beenreduced from 36 in <strong>SSEC</strong> 2000 to 34 in <strong>SSEC</strong> <strong>2010</strong>. This is the result of a morestreamlined New ITE Certification System which more clearly groups and demarcatesthe level of training into three categories only. A detailed comparison of the level ofeducation attending classification between <strong>2010</strong> and 2000 is presented in AppendixIII.6


<strong>SSEC</strong> <strong>2010</strong>Classification of Educational Qualification Attained25 Due to the close relation between educational level attending and theeducational qualification attained, the comparisons between <strong>SSEC</strong> <strong>2010</strong> and 2000 inthe preceding section for the educational level attending classification also apply tothe classification of educational qualification attained. Nonetheless, the number ofone-digit groups remains unchanged while the number of two-digit categories underthe educational qualification attained classification increased from 31 in <strong>SSEC</strong> 2000to 44 in <strong>SSEC</strong> <strong>2010</strong> 1 . In addition, full qualifications awarded based on the WSQ systemhave been classified, at the two-digit level, to the equivalent benchmarkededucational qualifications of the formal education system.1 Refer to Appendix IV for the detailed two-digit <strong>SSEC</strong> <strong>2010</strong>-2000 Comparison Table for Classification of EducationalQualification Attained.7


<strong>SSEC</strong> <strong>2010</strong>Classification of Field of Study27 In the <strong>SSEC</strong> <strong>2010</strong> field of study classification, the numbers of narrow fieldsand detailed fields have increased from 57 to 59 and 230 to 238, respectively, whilethe number of broad fields remains unchanged. The two new narrow fields consist ofTrainer Training (013) and Complementary Therapies (087). The former is identifiedas a field of study which curriculum content is focused on continuing education andtraining, and which is appropriate to be distinguished from that of Teacher Training(011). Separately, the emergence of formal education in the field of complementarytherapies such as Traditional Chinese Medicine (TCM) and acupuncture in the formaleducation system provides the basis to classify Complementary Therapies within aseparate and unique narrow field. Two new detailed fields of study were also createdin line with the newly created narrow fields for Trainer Training and ComplementaryTherapies.28 The narrow field of Social Work (034) has been expanded in scope andcalled, “Social, Sports and Community Services”, to classify more detailed fields ofstudy in social and community services as well as sports and recreation. In addition,the field of Actuarial Science has been re-classified from Mathematics & <strong>Statistics</strong>(074) to the narrow field of Banking, Insurance and Financial Services (053) inresponse to the greater orientation of the curriculum content towards applications inthe fields of study of insurance, finance and banking, observed locally andinternationally.29 The table below lists the fields of study which are assigned unique codes atthe four-digit level in <strong>SSEC</strong> <strong>2010</strong>.CodeDescription0130 Adult & Continuing Education and Training0342 Student/Youth Care0343 Counselling0344 Sports and Recreation0522 Auditing0542 Tax Accounting0870 Complementary Therapies0917 Infocomm Security Managament30 The number of detailed fields has increased mainly due to the splitting ofexisting detailed fields into more specific fields and addition of new fields. Theadditional detailed fields allow users to classify certain fields of study in greatergranularity. For example, the detailed field of Accountancy (0521) has been furtherbroken down into more specialised fields of Auditing (0522) and Tax Accounting8


<strong>SSEC</strong> <strong>2010</strong>(0524). On the other hand, the growth in demand for knowledge and skills in therealm of information and technology security has also provided the basis to include anew detailed field for Infocomm Security Management (0917).31 A table of comparison for the field of study classification between <strong>SSEC</strong><strong>2010</strong> and 2000 is available in Appendix V.Practical Considerations in the Design and Usage of <strong>SSEC</strong> <strong>2010</strong>32 The design of <strong>SSEC</strong> <strong>2010</strong> has remained largely similar to <strong>SSEC</strong> 2000. Amajor consideration in retaining the design of the <strong>SSEC</strong> is the requirements forclassifying data collected in the Census of Population <strong>2010</strong> and the extent of detailsthat could be obtained from households. For example, there is no distinction betweenprofessional qualifications awarded by accredited institutions and those that are notaccredited. Respondents are generally not able to provide sufficient information forsuch distinction either for themselves or on behalf of household members. Similarexperience would be encountered for households covered in sample householdsurveys like the Labour Force Survey.9

The programme spans secondary and juniorcollege education without intermediate national examinations at the end of secondaryschool. Hence, time previously used to prepare students for the GCE ‘O’ Level Examinationwould be used to engage them in broader learning experience. Selected schools could alsooffer alternative curricula and qualifications (eg International Baccalaureate and High SchoolDiploma).New Institute of Technical Education Certification SystemThe New Institute of Technical Education (ITE) Certification System was introducedin July 2002 to enable ITE to better respond to emerging industry manpower needs requiringcertifications in the new knowledge-based economy, especially the service sector. The newcertification system is applicable to post-secondary technical educational programmes aswell as ITE skills training courses. It is more generic compared to its predecessor anddefines ITE certifications by level of training while providing a more visible progression pathfor students and adult learners to maximise learning within the ITE certification framework.Customised Vocational ProgrammeSchools that provide customised and vocational curriculum have been establishedsince 2007. These schools provide enhanced vocational programmes that cater to a smallgroup of students who have completed their primary education. Graduates of these schoolscan progress to further education at mainstream vocational/technical institutes, employmentin the labour market or apprenticeship with industries.Continuing Education and Training: <strong>Singapore</strong> Workforce Skills Qualification SystemWSQ, or the <strong>Singapore</strong> Workforce Skills Qualifications, is a national credentialingsystem that trains, develops, assesses and recognises adult workers for competencies toenhance their employability. Based on standards developed by the <strong>Singapore</strong> WorkforceDevelopment Agency (WDA) and various industries, WSQ ensures workers acquire skillsneeded by employers at the workplace. With clear progression pathways, workers can alsouse WSQ to upgrade their skills and plan their careers. As training and assessment arecompetency-based, workers have to demonstrate the right competencies before they arecertified. WSQ is accessible to all workers, as its entry criteria are skills and knowledge, notsolely based on formal qualifications. The quality of WSQ is assured by WDA, from the37
