<strong>West</strong> <strong>Virginia</strong> <strong>National</strong> <strong>Guard</strong> <strong>Annual</strong> <strong>Report</strong> <strong>2006</strong>WEST VIRGINIA NATIONAL GUARDHOMELAND DEFENSE JOINT TASK FORCEThe <strong>West</strong> <strong>Virginia</strong> Homeland Defense Joint Task Force encompasses• <strong>National</strong> <strong>Guard</strong> Joint Interagency Training Center• Homeland Defense• Critical Infrastructure ProtectionMission Assurance Analysis• Counterdrug• Civil Support Team• CBRNE Enhanced Response Force• Camp Dawson• Memorial TunnelThe Joint Interagency Training Center (JITC) is a <strong>National</strong> <strong>Guard</strong> Bureau capability,providing training and operational support CBRNE in emergency response, critical infrastructureprotection and mission assurance, continuity of operations and continuity of government.JITC was established as a result of increased involvement by the <strong>National</strong> <strong>Guard</strong> in the GlobalWar on Terrorism (GWOT). Carrying out the vision of jointness held by the Chief, <strong>National</strong><strong>Guard</strong> Bureau, Lieutenant GeneralH. Steven Blum, and Major GeneralAllen E. Tackett. JITC is staffed bymembers of the <strong>Army</strong> and Air <strong>National</strong><strong>Guard</strong>.The JITC is a one-of-a -kindtraining capability for the nation. Ithas three locations: Camp Dawsonas the main campus, a commandelement located in St. Albans inwestern Kanawha County, the Centerfor <strong>National</strong> Response TrainingCenter (Memorial Tunnel) in southeasternKanawha County. JITCprovides homeland defense andGWOT training for the active component, <strong>National</strong> <strong>Guard</strong> and reserve forces as well as federal,state and local agencies throughout the United States. It also provides operational supportto the U.S. State Department’s Anti-Terrorism Assistance program, the Department ofEnergy’s Assurance Office, the Assistant Secretary of Defense for Homeland Defense andDefense Contract Management Agency’s mission assurance program.56
