<strong>West</strong> <strong>Virginia</strong> <strong>National</strong> <strong>Guard</strong> <strong>Annual</strong> <strong>Report</strong> <strong>2006</strong>Facilities, Engineering and EnvironmentThe Construction and Facilities Management office (C&FMO) supports the <strong>West</strong><strong>Virginia</strong> <strong>Army</strong> <strong>National</strong> <strong>Guard</strong>'s readiness and mission accomplishment by constructing andmaintaining all facilities and training areas owned by the State of <strong>West</strong> <strong>Virginia</strong>. TheWVARNG continues to use "Facilities XXI" as the blueprint for facilities planning and programmingin order to support soldiers and civilianemployees well into the 21st century. The"Facilities XXI " Plan has resulted in a savingsof over $15 million dollars to the State of<strong>West</strong> <strong>Virginia</strong> by consolidating armories andpartnering with other components. The <strong>West</strong><strong>Virginia</strong> <strong>National</strong> <strong>Guard</strong> now has 391,572square feet of new facilities under contract orin short range planning, which representsmore than $103 million dollars in addedvalue to our state.In <strong>2006</strong>, construction was completedon the 38,789 square foot Lewisburg ReadinessCenter. Corte Construction wasawarded the $8.9 million dollar contract for this new state of the art facility located at theLewisburg Airport Industrial Park. The new facility consolidated C Battery of the 1st Battalion,201st Field Artillery from antiquated armories in Hinton and Ronceverte.Construction was also completed on the 81,000 square foot Eleanor Armed ForcesReserve Center. B.B.L. Carlton, LLC constructed the $12.5 million dollar facility that is hometo over 450 <strong>Army</strong> <strong>National</strong> <strong>Guard</strong>smenand 300 Navy Reservists. TheArmed Forces Reserve Center islocated adjacent to the new CombinedSupport Maintenance Shopand is home to the WVARNG's 111thEngineer Brigade, Troop B of the150th Armored ReconnaissanceSquadron, and the 3664th MaintenanceCompany. The complex ishome to more than 90 full timeemployees and has an economicimpact of over $13 million per year.Hayslett Construction, Inc.completed construction of the73,270 square foot Summersville Readiness and Convention Center. The $14.75 milliondollar facility includes a $2.4 million contribution from the City of Summersville to add 27,250square feet of convention and civic center space. The Readiness Center consolidates the821st Engineer Company from Gassaway and Richwood into one location.54
