<strong>West</strong> <strong>Virginia</strong> <strong>National</strong> <strong>Guard</strong> <strong>Annual</strong> <strong>Report</strong> <strong>2006</strong>771 st Troop CommandTraining year <strong>2006</strong> was another dynamic year for the 771st Troop Command Battalion,marked by transition, transformation and growth. The 771st TC consists of HeadquartersDetachment and its organic units, the3664th Support Maintenance Company,1257th Transportation Company,249th <strong>Army</strong> Band, 753rd ExplosiveOrdnance Disposal Detachmentand 153rd Public Affairs Detachment.In April <strong>2006</strong> the 3664th MaintenanceCompany completed unit reset operationsfrom its 2004 deployment to Iraq.At the same time it transformed from aNon-Divisional Direct Support MaintenanceCompany to a Support MaintenanceCompany. This change wassignificant to the <strong>West</strong> <strong>Virginia</strong> <strong>Army</strong><strong>National</strong> <strong>Guard</strong> in that it began thetransition from the four-tiered maintenance system established after World War II to the <strong>Army</strong>'sTwo Levels of Maintenance (2LM) doctrine.In July <strong>2006</strong> the 249th <strong>Army</strong> Band conducted a state wide series of band performances thatcentered around Independence Day celebrationsin local communities. The Band gave outstandingperformances in Morgantown, Moorefield,Martinsburg, Moundsville, Parkersburg,Barboursville, Eleanor, Logan and Clarksburg ina nine day period.August was the most dynamic month of the yearfor the 771st TC. The month began with thetransfer of the 1863rd Transportation Company(POL) to the 77th Brigade. The 1863rd was thendeactivated and the 863rd Military Police Companywas activated in the 151st Military PoliceBattalion.The 753rd Explosive Ordnance Disposal Detachment (EOD) mobilized six soldiers whodeployed to Kosovo to support the 29th Infantry Division's Kosovo Forces rotation. The highlytrained EOD technicians of the 753rd were immediately called into service while still at themobilization station to render safe a piece of unexploded ordnance (UXO) found on the installation.They successfully completed the mission in the tradition of all <strong>West</strong> <strong>Virginia</strong> Minutemen.753rd soldiers continue to be successful in the European theater of operations.52
