<strong>West</strong> <strong>Virginia</strong> <strong>National</strong> <strong>Guard</strong> <strong>Annual</strong> <strong>Report</strong> <strong>2006</strong>b) The Resource Management Division supported <strong>Army</strong> <strong>National</strong> <strong>Guard</strong> units by processingand managing military and civilian pay functions, to include 606 deployed soldiers, 3,992traditional soldiers and 336 civilian employees. Staff also managed budget and fundingexecution and made $29,877,868.20 in vendor payments in a timely manner, which resulted in$48,533.73 in rebates and $23.23 per million saved in interest penalties.c) The Data Processing Divisionadministered and supported automatedcomputer systems for theUSPFO-WV. In <strong>2006</strong>, data processorsloaded three major systemupgrades for Pay and Logistics,loaded all USPFO computers withCommon Access Card software and/or hardware, loaded three majorORACLE security patches to twodifferent ORACLE databases, createda webpage for units to downloadorders, and setup and replaced 40laptop computers.d) The Internal Review Division supports Air and <strong>Army</strong> <strong>National</strong> <strong>Guard</strong> units. The resultsof a property accountability internal review resulted in monetary benefits of over $500,000.The Internal Review Division assisted the Director of Logistics and the USPFO in supportingmobilizations and resets of <strong>West</strong> <strong>Virginia</strong> <strong>Army</strong> <strong>National</strong> <strong>Guard</strong> units.e) The Purchasing and Contracting Division supports <strong>West</strong> <strong>Virginia</strong> <strong>National</strong> <strong>Guard</strong> <strong>Army</strong>and Air units. During <strong>2006</strong>, <strong>West</strong> <strong>Virginia</strong> awarded over $77.5 million worth of contracts, whilethe average dollar award for other states is only $9.5 million. This equates to more than eighttimes what other states awarded. The division has been heavily involved in the 167th AWconversion to C-5 Galaxy aircraft. Even with the extra workload of the C-5 conversion, theContracting Division received no findings during the First <strong>Army</strong> Inspector General review.During the year <strong>2006</strong> the total Federal Real Estateand Equipment assigned to the <strong>WVNG</strong> were as follows:<strong>Army</strong> <strong>National</strong> <strong>Guard</strong>Air <strong>National</strong> <strong>Guard</strong>Federal Real Estate Armories are State Owned $61,761,000Federal Equipment $637,521,012 $597,241,00038
