<strong>West</strong> <strong>Virginia</strong> <strong>National</strong> <strong>Guard</strong> <strong>Annual</strong> <strong>Report</strong> <strong>2006</strong>Technological advances continue to be the norm for J6 staff. During the year a new telephoneswitch was installed. A mass call-out emergency notification system was brought onlinein order to have full function call accounting. Contracts are in place that will bury infrastructurecable (telephone, electricity and cable television) at Camp Dawson. Placement ofPolyComm video conferencing devices at all <strong>Army</strong> <strong>National</strong> <strong>Guard</strong> facilities is a work inprogress. Visual information upgrades, including plasma and LCD monitors, audio capabilities,LCD projectors and other upgrades are in process or near completion. InformationTechnology personnel planned a general information technology upgrade for the <strong>National</strong><strong>Guard</strong> Emergency Operations Center that is now installed, functional and efficient.Hi-speed Secure Internet Protocol Network (SIPRNET) has been installed at severallocations around the state to meet the ever increasing demand for secure information requiredfor military and homeland defense operations. J6 staff also continues to upgrade Voice overInternet Protocol capabilities throughout the state with change out of over 600 VOIP phones.J8 - United States Property & Fiscal OfficeThe United States Property and Fiscal Office (USPFO) is located in Buckhannon and isstaffed by 69 Federaland two state employees.The USPFO-WV supports6,288 soldiers andairmen in 57 <strong>Army</strong> units/activities around the stateand two air bases inCharleston andMartinsburg. USPFO-WV is responsible, underfederal law, for managementand accountabilityof all federal monies,equipment and propertybelonging to the <strong>West</strong><strong>Virginia</strong> <strong>National</strong> <strong>Guard</strong>.USPFO-WV operations consist of an Administrative section, Logistics Division, ResourceManagement Division and Purchasing and Contracting Division.The various divisions of the USPFO-WV provide the following support:a) The Logistics Division supports <strong>Army</strong> <strong>National</strong> <strong>Guard</strong> units by providing all classes ofsupplies and services, commercial transportation support, property management and accountability,and funds management. During <strong>2006</strong>, the Logistics Division processed 11,126 requestsfor supplies, administered a budget of $5,117,511, assisted with the deployment ofthree units and the redeployment of six units from the Global War on Terrorism.37
