<strong>West</strong> <strong>Virginia</strong> <strong>National</strong> <strong>Guard</strong> <strong>Annual</strong> <strong>Report</strong> <strong>2006</strong>J5 - Strategic Plans & PolicyJ7 - Doctrine Training & Force DevelopmentJ-5The purpose of the J-5 section is to provide strategic analysis to the Adjutant General; articulatethe Adjutant General's guidance to integrate, coordinate, and communicate theorganization's strategic vision and direction; assist the Adjutant General with developing andimplementing policy, plans, and strategy related to warfighting, peacetime activities, andfederal and state homeland security/military support to civil authorities missions; and adviseand assist the Adjutant General with joint doctrine, interoperability and deliberate planning.During <strong>2006</strong>, the J-5 section continued developmentof the Joint Combined State StrategicPlan (JCSSP), which consisted of the JointCapabilities Database (JCD) and the StrategicAwareness Enhancement Initiative (SAEI).The JCSSP identifies necessary joint capabilitiesrequired by the Governor in the event of anemergency. The plan considers the continueddeployment and employment of <strong>National</strong> <strong>Guard</strong>forces needed for the Global War on Terrorism,as well as all other missions in support of stateand federal agencies and the Department ofDefense. The plan incorporates and takes intoconsideration the assets of the <strong>Army</strong> and Air <strong>National</strong> <strong>Guard</strong> capabilities contained withinexisting mutual aid agreements, non-<strong>Guard</strong> state assets, other Department of Defense components,and other federal agency capabilities within the state.J-5 additionally serves as the office ofprimary responsibility for the State PartnershipProgram (SPP). Launched in 1996 asan initial outreach to new democracies inCentral and Eastern Europe, the StatePartnership Program brings U.S. statesand territories and partner nations togetherthrough a range of military, civil, and civilmilitaryactivities under <strong>National</strong> <strong>Guard</strong>auspices. <strong>West</strong> <strong>Virginia</strong>'s partner is theRepublic of Peru. This year <strong>West</strong> <strong>Virginia</strong>participated in 13 exchange events thatincluded two C-130 aircraft maintenance subject matter expert exchanges; a chaplain's workshop;visits from the Peruvian <strong>Army</strong> and Air Force attachés; visits from the Peruvian LiaisonOfficer assigned to United States Southern Command; and reciprocal Cadet Exchangesbetween the Peruvian <strong>Army</strong> Military Academy and <strong>West</strong> <strong>Virginia</strong> University Reserve OfficerTraining Command.34
