<strong>West</strong> <strong>Virginia</strong> <strong>National</strong> <strong>Guard</strong> <strong>Annual</strong> <strong>Report</strong> <strong>2006</strong>Mobilization and Readiness BranchThis branch closely monitors the readinesslevels of all units within the <strong>West</strong> <strong>Virginia</strong> <strong>Army</strong> <strong>National</strong><strong>Guard</strong>. The readiness of units is a critical factorin the success of the <strong>West</strong> <strong>Virginia</strong> <strong>National</strong> <strong>Guard</strong>and the United States <strong>Army</strong>. A high degree ofreadiness ensures units and soldiers are able toperform the wartime and peacetime missions. The<strong>West</strong> <strong>Virginia</strong> <strong>Army</strong> <strong>National</strong> <strong>Guard</strong> had another yearof mobilizing a large number of its members forsupport of the nation both at home and abroad during<strong>2006</strong>. Citizen soldiers from <strong>West</strong> <strong>Virginia</strong> havesupported all five warfighting commands in the pastyear.Military Support to Civil Authorities:The <strong>West</strong> <strong>Virginia</strong> <strong>National</strong> <strong>Guard</strong>provides vital support to civilian agenciesthroughout the year. This support includesproviding soldiers and equipment forhonor/color guards and helicopters orother vehicles for static displays. Thisbranch continues to take the lead in creating,training and certifying members of theChemical Biological, Nuclear and HighYield Explosive Enhanced ResponseForce Package (CERFP), one of <strong>West</strong><strong>Virginia</strong>'s premier first responder teamsthat would provide assistance to civilianauthorities in a natural disaster or weapons of mass destruction event. <strong>West</strong> <strong>Virginia</strong> is one offirst 10 states to be selected to field such a unit and now has been assigned the mission from<strong>National</strong> <strong>Guard</strong> Bureau, through instruction at the Joint Interagency Training Center at CampDawson, to train all new CERFP units. The J3 Section completed its support to hurricane reliefoperations in Louisiana in February, butfound itself supporting the South <strong>West</strong>Border operation in the State of NewMexico in early July. <strong>West</strong> <strong>Virginia</strong> continuesto supply troops and equipment toNew Mexico and will continue to do sountil July 2007. The section also continuesto provide subject matter experts fromtime to time to provide advice to theLouisiana <strong>National</strong> <strong>Guard</strong> in maintainingjoint operations and interoperability.31
