<strong>West</strong> <strong>Virginia</strong> <strong>National</strong> <strong>Guard</strong> <strong>Annual</strong> <strong>Report</strong> <strong>2006</strong>J3 - Operations & TrainingThe J3 section of the <strong>West</strong> <strong>Virginia</strong> <strong>National</strong> <strong>Guard</strong> is responsible for the coordination,management, guidance and oversight of training resources and operational activities. J3 staffdevelops and executes operations plans and is responsible for executing the Joint Chiefs ofStaff Unit Status <strong>Report</strong> program. Upon federal or state mobilizations, J3 soldiers providecoordination with <strong>National</strong> <strong>Guard</strong> Bureau, U.S. <strong>Army</strong>, U.S.Air Force or the State of <strong>West</strong> <strong>Virginia</strong>.The J3 section is also responsible for coordination of mobilization orders and oversightof organizational aviation assets. The J3 section is organized into four branches: Training,Operations, Mobilization and Readiness, and Military Support to Civil Authority. With theincreased operations tempo in Training and Mobilization, the biggest challenge for J3 in <strong>2006</strong>was providing support to the various units to ensure soldiers were prepared to mobilize anddeploy wherever the <strong>Army</strong> or Air Force required, and to continue providing troops for disastersupport, humanitarian relief, and southwest border (Operation Jump Start) missions. J3 Sectionadministered a budget of more than$40 million dollars for fiscal year <strong>2006</strong>,supporting unit training, educational,operational and mobilization requirements.Training BranchThe Training Branch manages allschools for officers, warrant officers andnon- commissioned officers. The focus isqualifying soldiers in their military occupationalskill (MOS). The branch is alsocharged with serving as the "subjectmatter expert" in providing training guidanceto state units, as well as providingresources such as ammunition, transportation,and funding to ensure units conduct realistic, performance-oriented training, which willincrease their survivability on the battlefield. The Training Branch had two goals for <strong>Guard</strong>members training this past year. The first goal was to ensure the training conducted wasoriented toward the wartime mission of the unit. This is accomplished through the use of the<strong>Army</strong> Force Generation Model (ARFORGEN) and <strong>Army</strong> doctrine The second goal was toensure units and members met all requirements of any homeland defense mission assigned tothe <strong>Army</strong> <strong>National</strong> <strong>Guard</strong>.Operations BranchThe primary focus in the Operations Branch ispreparedness to conduct operations for state duty;operational support to the nation by manning the JointOperations Center (JOC); and monitoring world andstate events. Operations Branch staff develop contingencyplans for homeland security incidents, responseto state emergencies, and physical security, mobilizationand demobilization events. The purposes of theseplans are to ensure the <strong>West</strong> <strong>Virginia</strong> <strong>National</strong> <strong>Guard</strong>and its members are ready and able to provide the necessary support when called upon.30
