<strong>West</strong> <strong>Virginia</strong> <strong>National</strong> <strong>Guard</strong> <strong>Annual</strong> <strong>Report</strong> <strong>2006</strong>With the addition of the TRICARE Reserve Select Program, HSO staff must also brief soldiersof the benefits to which they are entitled. Also, HSO staff is in the process of starting retireeseminars in order to ensure a smooth transition from active toretired status.The Standard Installation Division Personnel System(SIDPERS) branch moved its system to a web-based application.This move is another step in personnel transformationand helps unit personnel representatives obtain timely andaccurate data on their soldiers. This transformation will foreverchange the way personnel actions are conducted in the <strong>Army</strong><strong>National</strong> <strong>Guard</strong>. <strong>West</strong> <strong>Virginia</strong>'s <strong>Army</strong> <strong>Guard</strong> is on the leadingedge with processing new enlistment packets electronically, aprocess that reduces the time for processing enlistment packetsfrom more than 30 days to about five days on average.The Personnel Services Branch once again focusedmost of its energies toward preparing units for mobilization and assisting with demobilization.The J1 Staff was also involved in transforming the methods of personnel service delivery, andcontinued to help load all <strong>West</strong> <strong>Virginia</strong> <strong>Army</strong> <strong>National</strong> <strong>Guard</strong> records in the Personnel ElectronicRecords Management System (PERMS). PERMS stores the personnel records of<strong>Army</strong> <strong>Guard</strong> soldiers electronically and allow soldiers and units to access records worldwide.This is a great leap forward in ensuring records accuracy as soldiers can now review andupdate records anytime and anyplace.J1 staff is as busy as ever taking care of soldiers but continues moving forward withpersonnel transformation. An effort is being made to improve efficiency by placing information/records closer to the user. This allows for maximum productivity and accuracy.Human Resources OfficeThe Human Resources Office is responsible for providing personnel services to all federalfull-time resources of the <strong>West</strong> <strong>Virginia</strong> <strong>National</strong> <strong>Guard</strong>. There are two separate categories ofpersonnel: Federal Military Technicians (excepted and competitive) and Military Duty Personnel(Active <strong>Guard</strong> & Reserve (AGR) individuals serving on active duty status under state control).Technician AGR Total<strong>Army</strong> <strong>Guard</strong> 336 337 673Air <strong>Guard</strong> 550 161 711Totals 886 498 1384The <strong>West</strong> <strong>Virginia</strong> <strong>National</strong> <strong>Guard</strong> federal technician workforce is represented by threechapters of the Association of Civilian Technicians (ACT) . These chapters are: ShenandoahChapter- Martinsburg; Mountaineer Chapter-Charleston; Mountain State Chapter for all <strong>Army</strong><strong>Guard</strong> technicians under the provisions of Title VII, Civil Service Reform Act.Equal Employment Opportunity Office is responsible for devising and implementing <strong>National</strong><strong>Guard</strong> Bureau equal opportunity and civil rights programs at state level.28
