Risk based approach• The basis of any CBRN investment programme should be risk based• IBC has helped laying this foundation with projects for <strong>EDA</strong>(10CAP002) and DG Home (Agent listing)• However, the work is not finished!So….• Don’t build upon the Cold War scenarios as many have done and stilldo.• Start the programme with finishing the work started in <strong>EDA</strong>10CAP002, and DG Home List• Finish the Framework of Risk and Threat Assessment that will form thebasis for intel interpretation, planning, procurement and response9/15/2011 <strong>EDA</strong> <strong>JIP</strong> Meeting 9


The power of SME’sSome facts• SME’s bring in the larger part of Europe’s GDP,• Innovative not because they are commissioned to, but because it iswhat makes them competitive,• Lower costs, because of low overhead and good managementSo….• Include SME’s not because of political correctness, but because ofefficiency and effectiveness,• Some FP7 programmes require at least 30% of the budget to be spenton SME’s. Set the example and make it 50%• Make sure academic achievements in the programme are easilytransferrable to SME’s, so they can take them to market9/15/2011 <strong>EDA</strong> <strong>JIP</strong> Meeting 10
