Publicinvolvement, civic sense and obligation towards legal compliance are also <strong>of</strong> primeimportance.Nowadays environmental protection moves from traditional approach <strong>of</strong>command and control to economic instrumentation. <strong>Annual</strong> <strong>Environment</strong> <strong>Status</strong> Report - 2011-20121. INTRODUCTION<strong>Department</strong> <strong>of</strong> <strong>Science</strong>, <strong>Technology</strong> and <strong>Environment</strong> (DSTE) was established on1.1.1993 after merging <strong>of</strong> the erstwhile <strong>Science</strong>, <strong>Technology</strong> and <strong>Environment</strong> cells functioningin the U.T. Administration. Puducherry Pollution Control Committee (PPCC) was startedfunctioning from 1.4.1992 after the Central Pollution Control Board (CPCB) had delegated all itspower in exercise <strong>of</strong> the power conferred by section 4, clause (4) <strong>of</strong> the Water (Prevention andControl <strong>of</strong> Pollution) Act, 1974 and section 6 <strong>of</strong> the Air (Prevention and Control <strong>of</strong> Pollution) Act,1981 as an autonomous entity <strong>of</strong> DSTE.DSTE / PPCC has been playing a key role in abatement and control <strong>of</strong> pollution in the U.T.by generating relevant data, providing scientific information, rendering technical inputs forformation <strong>of</strong> State policies and programmes, training and development <strong>of</strong> man power andorganizing activities for promoting awareness at different levels <strong>of</strong> the Government and public atlarge. It occupies a prominent niche in progressive and industrial development <strong>of</strong> the State.DSTE / PPCC not only acting as statutory and enforcing authority but it also serve as centre<strong>of</strong> information and advising for making policies for sustainable industrialization. It propagatesemerging concept like Clean Development Mechanism (CDM), Industrial Ecology and Zerodischarge among entrepreneur and stack holders.Recent and frequent interference <strong>of</strong> judiciary and role <strong>of</strong> Right to Information Act, 2005,compelled DSTE / PPCC to equip to provide public domain <strong>of</strong> any information pertaining toenvironment. The aim <strong>of</strong> this <strong>Annual</strong> report is to reach all stakeholders who desired to know theactivities <strong>of</strong> the <strong>Department</strong> <strong>of</strong> <strong>Science</strong>, <strong>Technology</strong> and <strong>Environment</strong>.Like other Boards <strong>of</strong> the country, DSTE/PPCC also constrained with inadequate manpower and infrastructure. STATUS OF AIR QUALITYThree ambient air quality stations namely Chamber <strong>of</strong> Commerce near Bharathi Park(Residential), DSTE <strong>of</strong>fice building at Anna Nagar (Residential) and PIPDIC Industrial Estate,Mettupalayam (Industrial) are Operated under National Air Quality Monitoring Programme(NAMP) in Puducherry region. Each station is being monitored for 24 hours a day and two days ina week in a cyclic manner. The pollutant assessed are Particulate Matter (size less than 10 µm3(µg/m ), Sulphur-di-oxide (SO 2) and Nitrogen di oxide (NO 2).Table.1 <strong>Annual</strong> Average Concentration <strong>of</strong> PollutantsThe monitoring result reveals that the annual average concentrations <strong>of</strong> the pollutants in allthe three National Air Quality Monitoring locations are within the prescribed standard limits.PM10are the particulate matter having aerodynamic diameter less than 10µm and it isfraction <strong>of</strong> the particulate matter suspended in air and it represents the fraction that is consideredto enter the respiratory system. Sources <strong>of</strong> PM include road dust, emission from petrol and10diesel exhaust, construction activities and fireplaces. PM may also be formed from other10pollutants (acid rain, NO SO organics) and from incomplete combustion <strong>of</strong> any fuel.x, x,Puducherry Pollution Control Committee 2

Nitrogen di oxide is produced from fuelcombustion <strong>of</strong> motor vehicles, power stations and furnaces. <strong>Annual</strong> <strong>Environment</strong> <strong>Status</strong> Report - 2011-201275% <strong>of</strong> Urban air pollutants originates from vehicular emission. In the last one decadevehicular population has increased by 260%. Conjuncted road, high traffic in peak hours andadulterd fuel are atributing air quality deteriorations in urban area.Ambient Air and Noise Pollution Levels – Diwali 2011Noise monitoring had been conducted as per the guidelines <strong>of</strong> CPCB in Residential areafrom 18.00 hours to 24.00 hours i.e. 06.00 hours during normal day on 19.10.2011 and on theoccasion <strong>of</strong> Diwali festival on 26.10.2011 to assess the environmental impact due to burstingcrackers.It is noticed from the monitoring report that noise level has come down when compared tothat <strong>of</strong> last year Diwali.Table.2 Comparison <strong>of</strong> Ambient Noise Monitoringconducted during Diwali 2010 and 2011Puducherry Pollution Control Committee 4

Toassess the noise level <strong>of</strong> the crackers available at the market, few sound producing crackerswere fired as per the guidelines <strong>of</strong> Central Pollution Control Board and the measured noise levelswere found to be within the prescribed standards <strong>of</strong> Hon’ble Supreme Court directions.Puducherry Pollution Control Committee 5


<strong>Annual</strong> <strong>Environment</strong> <strong>Status</strong> Report - 2011-2012Ambient Air Quality Monitoring was also carried out for 8 hours to assess the air pollutionlevels due to bursting <strong>of</strong> crackers on the occasion <strong>of</strong> Diwali festival. The comparisonconcentration <strong>of</strong> PM , SO & NO in ambient air quality monitoring conducted during Diwali 201010 2 2and 2011 are placed hereunder:Table.3 Comparison <strong>of</strong> pollutant level during Diwali 2010 & 2011From the above report, it was observed that the concentration <strong>of</strong> Particulate Matter (size3 3less than 10 µm (µg/m ) is higher than the prescribed standard limit <strong>of</strong> 100 µg/m and it was3 3slightly lesser (263 (µg/m ) as compared to last year Diwali, 2010 (270 µg/m ). 8 hourlyconcentration <strong>of</strong> SO and NO are within the prescribed standard limit during 2010 and 20112 2Diwali day and slightly higher when compared to normal day.Puducherry Pollution Control Committee 6

Education<strong>Department</strong> was also requested to conduct awareness programme for students. Ambient AirQuality Monitoring was carried out to assess the pollution load on the said occasion. STATUS OF WATER QUALITYWith the increasing concerns over water contamination by agricultural run-<strong>of</strong>f, organicmaterial, fertilizer, and other potential contaminants, attention to water quality is an absolutenecessity in providing the best care. PPCC is periodically monitoring the surface and groundwater quality <strong>of</strong> Pondicherry under National Water Quality Monitoring Programme (NWMP), aCPCB sponsored project. Ginger Hotel, Karuvadikuppam thereby causing vomiting sensation and eye andthroat irritation to the adjoin residents <strong>of</strong> the canal.Sample was collected from the spillage adjoining to the land. Initial analysis revealed thatthe pH <strong>of</strong> the dumped material is around 9.6.For further heavy metal analysis, part <strong>of</strong> the sample was sent to M/s. Chennai Mettex Lab,Chenai, a MoE&F accredited laboratory. The analysis report revealed that it contains chromium<strong>of</strong> 5.33 mg/kg.The pungent smell enumerated from the sample indicate the presence <strong>of</strong> organic solventand hence sample was sent to M/s. Sargam Laboratory, Chennai a MoE&F accredited laboratoryfor Gas Chromatography analysis. The analysis report revealed that the sample mainly containsChromium, Butanol, Tri butylamine, Acetone and Hexane groups. It is inferred that thecomponents <strong>of</strong> dumped waste are closed related to various raw material used by pharmaceuticalformulation unit. Based on the report, FIR has been filed and investigation is in process.Puducherry Pollution Control Committee 13

Pondicherry Solid waste Management Company Private Ltd., Thuthipet has beendirected to commence the operation <strong>of</strong> their unit by executing necessary MOU with all interestedHealth Care Facilities (HCFs) with a condition to appointment full time <strong>Environment</strong>al Engineer(EE) in the Common facility to monitor proper functioning <strong>of</strong> the unit.So far, 40 Health Care facilities including Rajiv Gandhi Women and Children Hospital,entered an agreement with the Common Facility.6. HAZARDOUS WASTE MANAGEMENTAs on 30th April 2012, 115 units have been identified as Hazardous waste generatingindustries. Out <strong>of</strong> this, 98 units have obtained authorization from PPCC. Others are underprocess. On 29.03.2012, No Objection Certificate was issued to M/s Reddy’s laboratories,Yanam for incinerating (captive incinerator) the Hazardous waste generated by their unit. Duringthe year 2010-2011, 28 units have been issued authorization under Hazardous waste(Management, Handling and Transboundary Movement) Rules, 2008. COASTAL WATER QUALITY MONITORING ON THE OCCASION OFVINAYAKA CHATHURTHI FESTIVALPre and post immersion <strong>of</strong> idols <strong>of</strong> lord Vinayaga – impact on the Puducherry coastal waterOn festive occasions such as Vinayaka Chaturthi it has been a tradition in our country toimmerse idols in various water bodies. Consequently pollution for such water bodies has been amatter <strong>of</strong> concern. In Puducherry, after the festival the idols are immersed into the coastal waterby employing a powerful crane for total dissolution <strong>of</strong> idols. The idols <strong>of</strong> lord Vinayaga is beingmade with earthen clay and painted with different colours. The size <strong>of</strong> the idols are normallyranged from smaller to larger (appx; 1 feet to 100 feet). The number <strong>of</strong> idols (Big size) isincreased year by year in each state and in Puducherry.To monitor the impact due to immersion <strong>of</strong> Vinayaka idols in the sea, coastal samples werecollected from the port premises at two stages viz., pre immersion and post immersion on23.08.2011 and 12.09.2011 respectively. The Collector, the Senior Supdt. <strong>of</strong> Police (Law &Order) and the Secretary, Sri Vinayaka Chathurthi Vizha Peravai, Puducherry were requested toissue necessary instruction to the concerned to follow the guidelines given below to preventpollution due to immersion <strong>of</strong> idols in water bodies. Wide publicity was also given to the publicthrough leading newspaper to prevent pollution and the ill effects due to idol immersion• To use traditional clay for idol making rather than baked clay.• To use water soluble and non-toxic natural dyes only.• To avoid strictly, use <strong>of</strong> toxic and non-degradable chemical dyes.• To immerse the idols beyond 500mts <strong>of</strong> low-tide line.• To avoid littering <strong>of</strong> worship material like flowers, clothes,• decorating material made <strong>of</strong> paper and plastics.• To avoid burning <strong>of</strong> solid wastes at the immersion sites.• To ensure to obtain NOC from Puducherry Pollution Control Committee• To deploy Security personnel/home guards to supervise immersion.Water AnalysisThe results obtained during this survey pre and post immersion <strong>of</strong> idols <strong>of</strong> lord Vinayagafrom the surface (S) and subsurface (SS) water samples are given in the following table:Puducherry Pollution Control Committee 39

Widening <strong>of</strong> National HighwaysNational Highway Authority has proposed to take up widening and improvement <strong>of</strong> 2 laneinto 4 & 6 lane <strong>of</strong> NH 17 – from Kannur to Kutipuram passing through Mahe. As this proposal fallsunder Category ‘A’ project, it required <strong>Environment</strong> Clearance from Ministry <strong>of</strong> <strong>Environment</strong> &Forests, GOI. Conduct <strong>of</strong> public hearing is mandatory in such cases. Accordingly, public hearingwas held on 21.11.2011 at Civil Station, Mahe. Public hearing was presided over by Shri J. Puducherry Municipal ServicePrivate Ltd.M/s. Puducherry Municipal Service Private Ltd. has proposed to setup an integratedmunicipal solid waste processing and scientific landfill facility at Kurumbapet. This is a jointventure <strong>of</strong> Pondicherry Urban Development Authority (PUDA), a GOP agency with KIVAREnviron Private Limited. It is designed to manage 400 TPD <strong>of</strong> municipal solid waste in an area <strong>of</strong>23.8 acres. This proposal comes under 7 (i) <strong>of</strong> Schedule <strong>of</strong> <strong>Environment</strong> Clearance Notificationdated 14.9.2006. As per the notification, This Proposal is falls under Category ‘A’ project andthus public hearing was held on 29.12.2011 at ACA Thirumana Nilayam, Tharmapuri,Puducherry.Fig 45 Dr. S.B. Chemfab Alkalis Limited (CAL), located at Kalapet, Puducherry is involved in themanufacture <strong>of</strong> Caustic Soda, Chlorine and other allied chemicals. A chlorine gas leakageincidence occurred at CAL on 26.01.2011 at about 08.00 A.M. and large number <strong>of</strong> people in thePudu Nagar area <strong>of</strong> Chinnakalapet village which is located adjacent to the industry werereported to be affected. PPCC <strong>of</strong>ficials inspected the site immediately. The staff <strong>of</strong> CAL informedthe PPCC <strong>of</strong>ficials that Chlorine leakage incidence had occurred at weigh bridge number 3 <strong>of</strong> theindustry at 08.01 A.M. on 26.01.2011 while filling Chlorine in an empty Cylinder from the storagetank and the leak was arrested immediately.The industry was directed under provisions <strong>of</strong> Section 5 <strong>of</strong> the <strong>Environment</strong> (Protection)Act, 1986 read with sub section 5 <strong>of</strong> section 4 <strong>of</strong> the <strong>Environment</strong> (Protection) Rules, 1986 toclose all the manufacturing activities immediately and report by return <strong>of</strong> post vide proceedingsNo. 6074/PPCC/DIR/OM/JE/2011 dated 26.01.2011.Meanwhile, aggrieved by the closure direction <strong>of</strong> the Puducherry Pollution ControlCommittee, CAL filed a Writ Petition No. 6934/2011 in the High Court <strong>of</strong> Madras with request topermit re-commissioning <strong>of</strong> their Plant operations.On pursuance <strong>of</strong> Hon’ble High Court <strong>of</strong> Madras Order, Off Site Emergency Mock Drill wasconducted at M/s. Closure direction was issued under Section 31 A <strong>of</strong> Air (Prevention and Control <strong>of</strong>Pollution) Act, 1981 to M/s. AML Steel Ltd. (Re-Rolling Division), Eripakkam, NettapakkamCommune on 9.12.2011 for non-compliance <strong>of</strong> ambient air quality standards and non-operation<strong>of</strong> air pollution control devices. After compliance <strong>of</strong> direction, closure order was revoked on9.1.2012.ii. Closure direction was issued under Section 31 A <strong>of</strong> Air (Prevention and Control <strong>of</strong>Pollution) Act, 1981 to M/s. Athiappa Chemicals Pvt. Ltd., Mettupalayam on 16.11.2011 for noncompliance <strong>of</strong> earlier direction.Puducherry Pollution Control Committee 53

Athiappa Chemicals for causing airpollution in the nearby residence area. Air Quality Monitoring carried out by PPCC revealed thatthe unit is causing air pollution. Hence, Puducherry Pollution Control Committee issuedtemporary shutdown <strong>of</strong> the unit and directed to provide online air quality monitoring system. Theunit challenged PPCC direction before the National Green Tribunal (NGT), New Delhi. NGTdismissed the petition on 14.12.2011. Project agency filed a writ petition challenging PPCCdirection before the Hon’ble High Court <strong>of</strong> Madras. Hon’ble High Court in its order dt., 03.01.2012dismissed the writ petition. The unit filed appeal against the PPCC direction before the AppellateAuthority, Ministry <strong>of</strong> <strong>Environment</strong> and Forests, New Delhi. The appeal came for hearing on21.02.2012. The project agency pleaded for interim stay <strong>of</strong> PPCC direction and requested topermit the unit to resume its activity. The appellate authority rejected his plea for grant <strong>of</strong> interimstay.iii.Closure <strong>of</strong> unauthorized dying industries functioning in Puducherry by PPCCPPCC started receiving complaints from various quarter <strong>of</strong> public that colored effluent isbeing discharged into the sea by some miscreants via drainage canal located at Vaithikuppamarea. The matter was also brought to the Notice <strong>of</strong> the Legislative Assembly byThiru. K. Lakshminarayanan M.L.A.The <strong>of</strong>ficers <strong>of</strong> PPCC conducted investigation and it was found that the cause <strong>of</strong> thecomplaint was due to the unauthorized dying unit carrying out mechanized dying activity withdying and drying machines. These industries were found to carry out job dying works for thetextile industries based at Thiruppur. Each <strong>of</strong> these industries were consuming about 16 KLD to40 KLD Water from unauthorized bore wells and were discharging copious quantities <strong>of</strong>effluents into the underground public sewer. The effluent discharged into the public sewerbeaded into the nearby drainage canals whereverAll these industries were not possessing Consent to Establish and Operate under Waterand Air Acts. These industries are categorized under Red category (Highly Polluting). Untreatedeffluents are being discharged in to the public sewer in large quantities from these industries.Since these industries are unauthorized units and since they were causing grave injury to thePuducherry Pollution Control Committee 54

PUDUCHERRY COASTAL ZONE MANAGEMENT AUTHORITY (PCZMA)The Central Government in the Ministry <strong>of</strong> <strong>Environment</strong> and Forests (MoEF) issued theCoastal Regulation Zone (CRZ) Notification, 1991 vide S.O. 114(E) dated the 19th February1991 imposing restrictions on industries, operations and processes in the Coastal RegulationZone (CRZ), keeping in view the importance <strong>of</strong> the coastal environment and the need to protectthe coastal ecosystems from the pressures <strong>of</strong> developmental activities. The Puducherry CoastalZone Management Authority (PCZMA) is responsible for implementing the said Notification inthe U.T. All developmental activities in CRZ require prior clearance <strong>of</strong> competent authority(MoEF / PCZMA) under this Notification. A proposal has been sent to Ministry <strong>of</strong> <strong>Environment</strong> and Forests, GOI for reconstitution<strong>of</strong> Puducherry Coastal Zone Management Authority vide letter dated 07.10.2011 as thetenure <strong>of</strong> the existing composition <strong>of</strong> the existing composition <strong>of</strong> PCZMA was over byAugust, 2011.ii. International Coastal Clean up Day – 2011 was celebrated on 25th September, 2011in collaboration with Local Administration <strong>Department</strong> and other Line <strong>Department</strong>s. Amassive coastal cleanup activity was organized along the coastal stretch <strong>of</strong> PuducherryRegion. An amount <strong>of</strong> Rs. 81,990/- was spent by PPCC for organizing the Programme.iii. The initiatives to implement the World Bank Funded Integrated Coastal ZoneManagement (ICZM) Project <strong>of</strong> MoEF in Puducherry continued this year. A consultationMeeting was held on 19.07.2011 under the Chairmanship <strong>of</strong> the Chief Secretary and itwas decided that Proposals have been invited from various line <strong>Department</strong>s to discussthe priorities and components to be included in the ICZM Project for Puducherry U.T.The Feasibility Report is being prepared in consultation with the line <strong>Department</strong>s.20.
