WWW.WINTEC.AC.NZINTRODUCTIONIn <strong>2005</strong> three major reviews <strong>of</strong> research in <strong>Wintec</strong> were carried out. In May, I presented myreport, Extending Our Horizons Through <strong>Research</strong>, <strong>and</strong> in late <strong>2005</strong> Dr Peter Ramsay presentedseparate reports to the Faculty <strong>of</strong> Health, Arts <strong>and</strong> Social Sciences <strong>and</strong> the Faculty <strong>of</strong> Business <strong>and</strong>Technology, respectively. These reports were widely accepted <strong>and</strong> their recommendations wereprogressively implemented, a process that will continue into 2006. I am confident that when theserecommendations are implemented, there will be a significant increase in both the quantum <strong>and</strong>quality <strong>of</strong> research activity in <strong>Wintec</strong>.Staff at <strong>Wintec</strong> are continuing to attract funding from external bodies. This is quite anaccomplishment, given the level <strong>of</strong> national competition for these contracts. The outcomes <strong>of</strong> two<strong>of</strong> these externally-funded projects are presented in the feature articles in this report.As my contract at <strong>Wintec</strong> has come to a close, I should like to take this opportunity to thank all thosewho have contributed to making my time at <strong>Wintec</strong> a challenging <strong>and</strong> enjoyable experience. I lookforward to seeing an expansion <strong>of</strong> good quality research, which is so important for the reputation<strong>of</strong> tertiary educational institutions.Dr David Mitchell<strong>Research</strong> DirectorRESEARCH ACTIVITESAs I recommended in my research review, <strong>Wintec</strong> should be aiming at increasing the weightedresearch activities by 10 per cent annually. This means that the figure <strong>of</strong> 1167 weighted researchactivities for <strong>2005</strong> should be taken as a base for setting a target <strong>of</strong> 1284 in 2006.Since this system <strong>of</strong> classifying research into the three PBRF–relevant categories was instituted forthe first time in <strong>2005</strong>, it is not possible to carry out an analysis <strong>of</strong> historical trends. However, in myreview <strong>of</strong> research, I did carry out a detailed analysis <strong>of</strong> <strong>Research</strong> Outputs in 2004, which makespossible comparison with those produced in <strong>2005</strong>.2

A total <strong>of</strong> 65 staff members in theFaculty <strong>of</strong> Health, Arts <strong>and</strong> Social Sciences contributed 287 research activities, 47 staff membersin the Faculty <strong>of</strong> Business <strong>and</strong> Technology contributed 135 activities, <strong>and</strong> 27 staff members in thecorporate sector contributed 105 activities. In all, 139 staff members, either working singly or asmembers <strong>of</strong> teams, contributed the 527 research activities.3


WWW.WINTEC.AC.NZRESEARCH FEATURES <strong>2005</strong>Dr Robina CumminsSchool <strong>of</strong> Sport & Exercise ScienceA study carried out at <strong>Wintec</strong>’s School <strong>of</strong> Sport <strong>and</strong> ExerciseScience highlights the need to provide user-friendly, cost-effectiveexercise programmes to elderly people living in rest-homes. ‘CircuitTraining Improves Daily Function in the Elderly’ was carried outas a third year research project in 2001 by student Renee Hastieunder the supervision <strong>of</strong> Dr Robina Cummins (Principal Lecturer,Exercise Physiology) <strong>and</strong> Stephen Burden (Senior Lecturer, ExerciseRehabilitation). Renee completed a further stage <strong>of</strong> the research(targeting grip-strength) for her Honours dissertation in 2002 beforeleaving the Waikato region.Since then Robina has been working with Colin Sutherl<strong>and</strong> in puttingtogether a CD based on the 2001 study’s exercise programmesaimed at distribution in rest-homes. Robina also presented thestudy’s fi ndings at the Australian Conference <strong>of</strong> Science <strong>and</strong>Medicine in Sport (October) <strong>and</strong> at the New Zeal<strong>and</strong> Sports Medicine<strong>and</strong> Science Conference in Queenstown (November) in <strong>2005</strong>.Funded by <strong>Wintec</strong>, the 2001 study examined the effects <strong>of</strong> low-costexercise programmes featuring easy to follow instructions onimproving daily function in 24 elderly residents from three localrest-homes. The residents were divided into an intervention group(circuit-training programme) <strong>and</strong> a control group (continuing withtheir usual exercise programme). Each group exercised twicea week for half an hour per session for eight weeks. Three testmeasures (sit-st<strong>and</strong>, one-minute walk <strong>and</strong> grip strength) revealeda signifi cant improvement in all parameters for those people in thecircuit-training group in comparison to the control group.“This whole project has been a chance to give back to thecommunity,” says Robina, who fi nds constant sources <strong>of</strong> inspirationfor her work. “Two sources <strong>of</strong> inspiration came from my visit toCanada in <strong>2005</strong> - seeing 80 year olds diving at the World MastersGames; <strong>and</strong> sharing ideas with Karim Khan from the University <strong>of</strong>British Columbia (Dr Khan emphasises the benefi ts to the elderly <strong>of</strong>simple resistance training)”.Robina is now aiming to extend the research team’s effortsinto longer studies featuring before- <strong>and</strong> after-evaluations in alarger number <strong>of</strong> rest-homes. Robina intends to design extracircuit-training programmes (to enable their rotation) <strong>and</strong> toinclude additional exercises specifi c to improving grip-strength (ashighlighted in Renee’s Honours project). These features will beincluded in future versions <strong>of</strong> the CD. This extension work will getunderway in 2007, fi tting around Robina’s other research projects(primarily research on dairy bio-activities). In the meantime, the2001 study has been accepted for presentation at the EuropeanCollege <strong>of</strong> Sport Science Conference to be held in Lausanne,Switzerl<strong>and</strong> in July 2007.<strong>Research</strong> team:Renee Hastie (Bachelor <strong>of</strong> Sport & Exercise Science,<strong>Wintec</strong>; principalinvestigator in the study), Dr Robina Cummins (Supervisor; SeniorLecturer, Exercise Physiology), Stephen Burden (Co-supervisor;Senior Lecturer, Exercise Rehabilitation), Colin Sutherl<strong>and</strong> (CDproduction; Multi-media Co-ordinator).Robina says there’s strong interest in the ability <strong>of</strong> exercise to lessenthe affects <strong>of</strong> ageing. This interest is at government level worldwidein response to ageing populations. “Many rest-homes also lack themoney <strong>and</strong> staff time to improve upon existing exercise programmesfor their residents.” The research was supported enthusiastically bystaff <strong>and</strong> residents <strong>of</strong> the rest-homes taking part. In addition, groupssuch as Age Concern <strong>and</strong> Grey Power provided letters <strong>of</strong> support toenable Robina to secure Trust Waikato funding to produce the CD<strong>and</strong> present the research outcomes in Australia.4Robina Cummins (left) takes her neighbour Mavis Boyce through some <strong>of</strong> thestudy’s circuit-training programme exercises.


WWW.WINTEC.AC.NZGail PittawaySchool <strong>of</strong> CommunicationA new ‘interactive’ guide book to Hamilton Gardens, ‘Writers inthe Gardens’, was showcased by locally-sourced internationalperformers <strong>and</strong> musicians in a feature event at the 2006 HamiltonGardens Festival in February. Project leader <strong>and</strong> <strong>Wintec</strong> School<strong>of</strong> Communication lecturer, Gail Pittaway, says the book is aimedat casual visitors to the gardens as well as garden <strong>and</strong> literatureenthusiasts. The book was funded by a grant from Trust Waikato<strong>and</strong> researched by Gail <strong>and</strong> her team (including two current <strong>Wintec</strong>students) over the summer <strong>of</strong> <strong>2005</strong>.The book has a section covering seven <strong>of</strong> Hamilton Garden’s garden‘rooms’, linking photographs, poetry, illustrations <strong>and</strong> prose to theculture <strong>and</strong> time period represented by each garden. Gail had astrong vision for the finished product, which “… had to be portable,informative but not ‘academic’ - although we were keen to at leastintroduce academic ideas to a wider population in a more popular,accessible format.” The publication has also received praise fromHamilton Gardens Director Peter Sergel <strong>and</strong> his staff.There are also opportunities to extend the book’s use into theeducation sector. “As a former schoolteacher, I’d like to see thisbook become a resource for teachers <strong>and</strong> students,” says Gail.She’s keen to hear from teachers to discuss ideas on how to usethe book for class field trips.Copies <strong>of</strong> ‘Writers in the Gardens’ are available from HamiltonGardens for $5.00. WWW.WINTEC.AC.NZJill MusgraveSchool <strong>of</strong> Education & Social DevelopmentWorking on a language <strong>of</strong> a small group <strong>of</strong> Melanesians has beenan eight-year journey for <strong>Wintec</strong> School <strong>of</strong> Education <strong>and</strong> SocialDevelopment TESOL lecturer, Jill Musgrave. Jill’s involvement inthe project began when she wrote a linguistic description <strong>of</strong> thegrammar <strong>of</strong> the Neve‘ei language <strong>of</strong> Vanuatu for her Master <strong>of</strong>Philosophy dissertation (1998-2001), under Pr<strong>of</strong>essor Terry Crowleyfrom the University <strong>of</strong> Waikato. At the same time the pair alsobegan working together on a dictionary <strong>of</strong> the Neve’ei language,with Pr<strong>of</strong>essor Crowley as the main author <strong>and</strong> Jill Musgrave as thesecond author.Jill’s revised version <strong>of</strong> the Neve’ei grammar was sent to PacificLinguistics (The Australian National University) in <strong>2005</strong> forconsideration for publication. Since Pr<strong>of</strong>essor Crowley’s death inearly <strong>2005</strong>, Jill successfully applied for <strong>Wintec</strong> funding to continuework on the dictionary <strong>and</strong> a collection <strong>of</strong> 25 stories she <strong>and</strong>Pr<strong>of</strong>essor Crowley transcribed.anthropologist, Bernard Deacon, who visited Neve’ei speakers inthe late 1920s.“The dictionary project is different from writing the grammar,” saysJill. The main value <strong>of</strong> the grammar is that it provides linguists witha description <strong>of</strong> a previously undescribed language, whereas thedictionary <strong>and</strong> stories are also for the Neve‘ei speakers themselves<strong>and</strong> should be a resource which captures their vocabulary <strong>and</strong>culture. For Jill personally, there has been satisfaction both inwriting the grammar <strong>and</strong> in working on the dictionary. “It’s excitingworking with a language which nobody else has ever described,analysing the structure <strong>and</strong> finding out how the language works.”Once the dictionary is complete, Jill aims to refocus her researchefforts by supporting her students’ research <strong>and</strong> working on herown projects within the field <strong>of</strong> Teaching English to Speakers <strong>of</strong>Other Languages (TESOL) teacher education.<strong>Research</strong> team:Pr<strong>of</strong>essor Terry Crowley, Jill Musgrave.An estimated 110 different languages are spoken in the republic<strong>of</strong> Vanuatu, with the Neve’ei language being spoken on Vanuatu’ssecond largest <strong>and</strong> most linguistically diverse isl<strong>and</strong> <strong>of</strong> Malakula.It’s estimated that 40 distinct languages are spoken on Malakula byabout 27,000 people (Lynch <strong>and</strong> Crowley, 2001). The total number<strong>of</strong> speakers <strong>of</strong> Neve’ei is estimated at around 750, 500 <strong>of</strong> thosebeing primary speakers.The sources for the Neve‘ei dictionary include a sketch <strong>of</strong> basiclexical <strong>and</strong> grammatical material Pr<strong>of</strong>essor Crowley gathered in1995 from Joemela Simeon, a Neve’ei speaker studying at theUniversity <strong>of</strong> Waikato. Further Neve‘ei material was collected from1999-2000, while Pr<strong>of</strong>essor Crowley was mapping the linguisticdemography <strong>of</strong> central <strong>and</strong> northern Malakula. Jill also workedwith Joemela while writing the Neve‘ei grammar, <strong>and</strong> material fromher transcriptions <strong>and</strong> analysis <strong>of</strong> spoken texts from a number <strong>of</strong>different Neve’ei speakers has also gone into the dictionary. Othersource material was obtained from the work <strong>of</strong> British6Jill Musgrave with a map <strong>of</strong> Malakula, Vanuatu: “It’s exciting analysing thestructure <strong>of</strong> a previously undescribed language <strong>and</strong> fi nding out how it works.”


WWW.WINTEC.AC.NZMichael Bl<strong>and</strong>, Helen Nielsen, Dr David Mitchell<strong>and</strong> S<strong>and</strong>ra ThompsonSchool <strong>of</strong> HealthA <strong>Wintec</strong> School <strong>of</strong> Health study on “Children with chronic healthconditions <strong>and</strong> their families: an exploration <strong>of</strong> their lives in ourcommunity” has been completed <strong>and</strong> approved by the NationalHealth Committee (NHC). The qualitative study used innovativemethodology to provide a ‘snapshot’ <strong>of</strong> nine Waikato families whohad at least one 5-12 year old child with a chronic health condition,for example asthma, cystic fi brosis or diabetes. Instigated inJune/July <strong>2005</strong> by <strong>Wintec</strong>’s <strong>Research</strong> Director, Dr. David Mitchell,the study’s researchers included Michael Bl<strong>and</strong>, Helen Nielsen<strong>and</strong> S<strong>and</strong>ra Thompson. Their work is part <strong>of</strong> an overall NHC reportcollecting information on the experiences <strong>of</strong> people with chronichealth conditions across the mental <strong>and</strong> physical health continuum.Key themes highlighted in the study include issues associated with:• social <strong>and</strong> financial discrimination <strong>and</strong> isolation• perceptions based on the degree <strong>of</strong> visibility <strong>of</strong> the illness• access to services <strong>and</strong> information• uncertainties around the progression <strong>of</strong> illnesses• confusion over the distinction between chronic illness <strong>and</strong> adisease• a lack <strong>of</strong> ‘joined-up thinking’ among health agencies• health-based decisions limiting choices for families (forexample, through current drug-funding policies).Some families relied on the internet for information on their child’scondition, raising concerns over accuracy. “Families should bereceiving information from all health agencies in the first place,”says Helen. “Instead, they are relying more on non-governmentagencies (NGOs) <strong>and</strong> also looking to each other for support.” Thisbonding together has many positive functions for the families butalso creates a ‘silo’ mentality, further isolating them from the widercommunity. Existing negative perceptions <strong>of</strong> people with chronicconditions become reinforced through what Michael calls ‘thedisease mentality’. Overall, families reported that they didn’t feel‘heard’ <strong>and</strong> that their knowledge, experience <strong>and</strong> opinions were notvalued by agencies in the health sector.“Organisations are operating on their own agenda <strong>and</strong> don’tencompass all the other needs <strong>of</strong> these families,” says Michael, “asthey are measuring health based on ‘value for money’ rather ‘quality<strong>of</strong> life’.” Families reported being regularly questioned by authorities<strong>and</strong> agencies about their child’s health in order to prove eligibility forbenefi ts. These approaches (<strong>of</strong>ten from more than one agency) weredistressing for the families, with some parents saying they served asa reminder <strong>of</strong> the life-limiting aspect <strong>of</strong> their child’s condition.Michael <strong>and</strong> Helen will join the other six research teams contributingto the NHC report in Wellington later this year to formally reportback on their work <strong>and</strong> the methodologies used. “There’s quite abit <strong>of</strong> interest in our study’s largely under-used methodology,” saysMichael. The pair distributed scrapbooks to the children duringinitial interviews with the families. A second interview included usingthe scrapbooks to stimulate discussion with the children about theirexperiences <strong>and</strong> feelings surrounding their chronic condition.Helen <strong>and</strong> Michael will also present the study’s methodology at theInternational Bi-Annual Australasian Paediatric Child Conference inMelbourne in May <strong>and</strong> will be looking to submit their methodology toan internationally peer-assessed journal for publication.<strong>Research</strong> team:Dr David Mitchell, Michael Bl<strong>and</strong>, Helen Nielsen, S<strong>and</strong>ra Thompson.Helen Nielsen <strong>and</strong> Michael Bl<strong>and</strong>: Many families with children with a chroniccondition feel isolated from the wider community.Absent: Dr David Mitchell <strong>and</strong> S<strong>and</strong>ra Thompson.7


WWW.WINTEC.AC.NZLesley Macdonald <strong>and</strong> Katrina FyersSchool <strong>of</strong> HealthA new initiative aimed at improving community access to healthservices was the focus <strong>of</strong> a study carried out in the latter half <strong>of</strong><strong>2005</strong> by <strong>Wintec</strong> Post-Graduate Nursing <strong>and</strong> Bachelor <strong>of</strong> Nursinglecturers Lesley Macdonald <strong>and</strong> Katrina Fyers. ‘Evaluation <strong>of</strong> aNurse Clinic at the Western Community Centre’ examined thenurse-led health clinic located within the Western CommunityCentre, Hamilton. The clinic had been set up in May <strong>2005</strong> withsupport from Waikato Primary Health Organisation (Waikato PHO) inresponse to community needs (particularly for those facing economic<strong>and</strong> social disadvantage). In June <strong>2005</strong> Waikato PHO approached<strong>Wintec</strong> requesting an evaluation <strong>of</strong> the clinic’s operations.Lead-researcher Lesley says the idea <strong>of</strong> a nurse leading a clinicis not new – but the structure <strong>of</strong> such clinics is. “These nursingclinics are a new venture internationally <strong>and</strong> there aren’t many inNew Zeal<strong>and</strong> at this stage.” Locating a nurse-led clinic within acommunity centre is one <strong>of</strong> the ways Government is trying to meetits policy <strong>of</strong> building up <strong>and</strong> developing primary health care. Asco-researcher Katrina confi rms, nurses are seen as one <strong>of</strong> the keyplayers in achieving this strategy.sure all parties are involved in decision-making. “It’s very muchbased on building good relationships all round,” says Lesley. With aview to achieving this, the researchers suggest that now would be agood time for all parties involved to come together, perhaps into anadvisory group. “The community centre <strong>and</strong> its staff, the lead nurse,other relevant locally based health providers or pr<strong>of</strong>essionals <strong>and</strong> thewider community all need to have input,” says Katrina. For example,there was a lot happening within the community centre itself which<strong>of</strong>fered opportunities for working in ways that were collaborative <strong>and</strong>complementary to the centre <strong>and</strong> the health clinic.Lesley <strong>and</strong> Katrina say that there is potential for ongoing research inthis area to enable providers to further develop services that meetneeds, such as asking the users <strong>of</strong> the Western Community Centrehealth clinic for feedback on the clinic. “The need for the serviceis defi nitely there,” says Katrina, “but it should be more fl exible,adaptable <strong>and</strong> responsive to changing needs – it’s anevolving process.”<strong>Research</strong> team:Lesley Macdonald, Katrina Fyers8Over six months the researchers planned the project, spenttwo weeks on face-to face interviews with the lead nurse, theCommunity Centre Manager <strong>and</strong> the Community Centre Board Chair<strong>and</strong> then analysed <strong>and</strong> reported on their fi ndings. One <strong>of</strong> the issuesthat emerged concerned the need for wider marketing <strong>and</strong> education<strong>of</strong> the clinic’s services. Support in this area would help changeprovider/user mindsets which may be a barrier to underst<strong>and</strong>ing therole <strong>of</strong> the clinic enabling staff to reach <strong>and</strong> attract potential users.Role clarifi cation for the lead nurse, wider support mechanisms <strong>and</strong>collaborative relationships with local primary health care nurses <strong>and</strong>general support from the PHO were other recommendations aimedat maximising the effectiveness <strong>of</strong> the service, including ongoingassessment <strong>of</strong> changing needs.These recommendations refl ect an overall need for greater supportfor the process in setting up <strong>and</strong> running such clinics while makingKatrina Fyers (left) <strong>and</strong> Lesley Macdonald: More support, resources <strong>and</strong>collaboration are key if nurse-led clinics are to provide fl exible, effective servicesresponsive to changing community needs.

That’s one <strong>of</strong> the concepts being explored by Auckl<strong>and</strong>artist <strong>and</strong> part-time <strong>Wintec</strong> lecturer Dane Mitchell, in his installation‘The Shelter or A Fear <strong>of</strong> the Touch <strong>of</strong> the Unknown’ (A Abrigo ouUm temor do toque do Desconhecido), displayed at A Gentil CariocaGallery in Rio De Janeiro, Brazil.Much <strong>of</strong> Dane Mitchell’s work explores the network <strong>of</strong> relationswithin the art world itself, using geographical, socio-political,archaeological <strong>and</strong> anthropological themes to illustrate howculture is constructed by ideological forces, conventions, modes <strong>of</strong>behaviour, customs <strong>and</strong> networks, pathologies <strong>and</strong> obsessions, <strong>and</strong>environments <strong>and</strong> structures.<strong>of</strong> sight whilst still in full view <strong>and</strong> a sanctuary. In Dane’s view, “thewall is a three-dimensional site rather than just a surface.”Dane has been lecturing for <strong>Wintec</strong>’s Bachelor <strong>of</strong> Media Artsprogrammes for three years, particularly with second year studentson several core papers <strong>and</strong> third year students in painting <strong>and</strong>sculpture. Since gaining his Bachelor <strong>of</strong> Visual Arts from AIT (nowAUT) in 1998, Dane has exhibited throughout New Zeal<strong>and</strong> <strong>and</strong>internationally. As well as Brazil, he has also exhibited in theNetherl<strong>and</strong>s, the UK, Australia, Italy <strong>and</strong> the United States <strong>of</strong> America.<strong>Research</strong>er/Artist:Dane MitchellA Abrigo is Mitchell’s second project with A Gentil Carioca <strong>and</strong> itfollows on from works featured in his ‘Present Surface <strong>of</strong> Tell’ series.‘Present Surface <strong>of</strong> Tell’ features drawn plans <strong>of</strong> the ruins <strong>of</strong> severalnational museums, plaster casts taken <strong>of</strong> the detritus from the ruins<strong>and</strong> drawings <strong>of</strong> organisational museum models set into a diagram<strong>of</strong> the earth’s strata. The result challenges concepts <strong>of</strong> time <strong>and</strong>space <strong>and</strong> the bases <strong>and</strong> structures <strong>of</strong> knowledge implied by themuseological model.In A Abrigo, a shelter created from a platform covered by a pyramidliketent structure is attached halfway up the exterior wall <strong>of</strong> the AGentil Carioca Gallery. The shelter’s unusual position on the wallevokes ideas <strong>of</strong> support <strong>and</strong> dependency – it is latched to the wallmuch like an orchid is supported by the trunk <strong>of</strong> another plant.Dane uses the shelter to extend his previous work by examining therelationship between the inside <strong>of</strong> a shelter <strong>and</strong> its outside location.Its attachment to the gallery creates a dual function for the externalwall which then becomes an internal wall for the shelter. The shelteris in close proximity to those inside the gallery, yet the relationshipis psychologically rather than visually or physically experienced. Asthe shelter is unseen, awareness <strong>of</strong> proximity becomes a function <strong>of</strong>the imagination. WWW.WINTEC.AC.NZGordon Paterson<strong>Research</strong> OfficeFinding time for engagement is one <strong>of</strong> the biggest challengesaffecting the success <strong>of</strong> linkages between stakeholder groups <strong>and</strong>tertiary education providers (TEPs). That’s one <strong>of</strong> the key fi ndingsin a recent Ministry <strong>of</strong> Education study carried out by a team <strong>of</strong>researchers from <strong>Wintec</strong>’s <strong>Research</strong> Centre in Hamilton.Acting <strong>Research</strong> Director, Gordon Paterson, says the ‘Engagement<strong>of</strong> Key Stakeholder Groups with the Tertiary EducationProviders’ study sampled the Charter <strong>and</strong> Pr<strong>of</strong>i le documents <strong>of</strong> 45providers nationwide, including universities, institutes <strong>of</strong> technology,private training enterprises <strong>and</strong> colleges <strong>of</strong> education. “Thesewere a useful starting point from a strategic perspective,” explainsGordon, “however for engagement detail we also surveyed a smallersample <strong>of</strong> these providers <strong>and</strong> set up a number <strong>of</strong> stakeholder focusgroups.” The focus groups covered two broad regions (Waikato/South Auckl<strong>and</strong> <strong>and</strong> Wellington) <strong>and</strong> included health, education,Maori, Pasifi ka, engineering, agriculture <strong>and</strong> manufacturingamongst others.In general terms, providers were satisfi ed with their engagementwith stakeholder groups but responses were mixed from thestakeholder groups themselves. Some reported very positiverelationships with TEPs, especially when there was a commonsense <strong>of</strong> purpose <strong>and</strong> mutual respect. Others felt they had to ‘drive’the process <strong>of</strong> engagement <strong>and</strong> were hampered by providers whoseemed to be intent on driving their own business. There wasalso a lack <strong>of</strong> any sense <strong>of</strong> service from providers. “Engagementfalters if providers aren’t timely <strong>and</strong> fl exible in their responses tostakeholders,” says Gordon, “<strong>and</strong> where mutual accountabilitybetween a TEP <strong>and</strong> its stakeholders is missing.”timeframes dem<strong>and</strong>ed by industry. Similarly, industry is runningso ‘lean’ that they have limited resources to invest in engagement.This is why consideration needs to be given to new, effi cient forms<strong>of</strong> engagement.”Some <strong>of</strong> the study’s key recommendations were that:• providers fi nd new ways <strong>of</strong> engagement taking into accountthe constraints <strong>of</strong> today’s economic environment• providers’ <strong>and</strong> Industry Training Organisations (ITOs) fundingbe reviewed to ensure that funding satisfi es the needs <strong>of</strong>both employers <strong>and</strong> trainees <strong>and</strong> thus encourages positiveengagement• providers’ advisory committees are mindful <strong>of</strong> thevalue <strong>of</strong> mutual respect, common goals, action plans<strong>and</strong> accountability for the achievement <strong>of</strong> successfulengagement• provider <strong>and</strong> stakeholder engagement structures <strong>and</strong>processes should be regularly <strong>and</strong> critically reviewed.The study acknowledges that engagement detail is not a primarypurpose <strong>of</strong> Pr<strong>of</strong>i les. Consideration could be given to alternativeforms <strong>of</strong> reporting on this activity to highlight the importance <strong>of</strong>the process. It also suggests that TEC, Ministry <strong>of</strong> Education <strong>and</strong>NZQA explore the possibility <strong>of</strong> streamlined quality managementthat would assist providers achieve timely <strong>and</strong> fl exible responsesto the dem<strong>and</strong>s <strong>of</strong> today’s fast-paced commercial <strong>and</strong> industrialenvironment.<strong>Research</strong> team:Dr. Gordon Paterson, Dr. David Mitchell, Dr. Peter Oettli, Hera White,Telesia Kalavite, Kenneth Harry10On the other h<strong>and</strong>, stakeholders noted that successful engagementoccurred where there was a ‘champion’ within a TEP (a key personwho takes ownership <strong>of</strong>, <strong>and</strong> facilitates, the engagement process)<strong>and</strong> in those providers with vibrant advisory committees.
