Support organisational development work through project basedactivities and research focused on the people strategy, business change andperformance improvement.To develop human resources and organisational development products andservices that can be successfully marketed to external organisations as part of awider commercial strategy.Responsibilities, tasks and outcomes:<strong>Recruitment</strong> marketing strategy and campaigns• <strong>Recruitment</strong> is effectively supported through the development andimplementation of targeted strategies, campaigns and consultancysupport, as required.• <strong>Recruitment</strong> strategies are continually improved and widely regarded byclient managers as innovative and cost effective.• <strong>Recruitment</strong> strategies engage with the diverse population ofWorcestershire e.g. young people, people with disabilities and people fromminority communities. Performance is monitored to ensure appropriatetargets are met<strong>Recruitment</strong> services• An effective and efficient centralised recruitment service operates,exploiting available e-technology to maximise self service.• Managers are provided with prompt and pragmatic problem solvingadvice.• Any issues escalated by the team are dealt with quickly and effectivelyAdvertising and temporary agency contracts• The corporate advertising and temporary agency contracts are effectivelymanaged on a day-to-day operational basis and contract performance ismonitored and maximised.


• Detailed activity and spend reports are produced and presented asrequired• Organisational performance targets on quality, cost and savings are met.Organisational Development• Supporting the <strong>Recruitment</strong> & OD Manager in working with HR and seniordirectorate managers to scope and lead, or commission, council-wide andfunction-specific organisational development projects focused on the peoplestrategy, business change and performance improvement.• Ensuring projects and interventions are effectively planned, resourced anddelivered.• Collaborating with all areas of HR on the business and OD agenda• Identifying to the <strong>Recruitment</strong> & OD Manager any areas for improvementand/or appropriate action to be taken or commissionedGeneral performance management/improvement• Performance reports are provided on an agreed frequency (at both acorporate and directorate level) and corrective action is taken promptly, asappropriate.• Monitoring of Council performance against national / benchmark indicators.Commercial development:• Explore and expand service development opportunities (in partnership withother service, directorates as appropriate), including the development ofappropriate business cases setting out potential costs and benefits.• Identifies customer needs and associated opportunities and supports thedevelopment and delivery of added value products.• An effective charging system for HR&OD is implemented and managed.General Duties:• Deputise for the <strong>Recruitment</strong> & OD Manager• To contribute to BOLD by bringing forward proposals to reduce/removeun-necessary transactions and procedures which achieve real costsavings.• To maintain personal and professional development to meet the changingdemands of the job, participate in appropriate training activities andencourage and support staff in their development and training• To undertake project work relating to research & implementation of newadded value tools• To undertake such other duties, training and/or hours of work as may bereasonably required and which are consistent with the general level ofresponsibility of this job• To undertake health and safety duties commensurate with the post and/oras detailed in the Directorate’s Health and Safety Policy• To promote the County Council’s people strategy and values at all timesand ensure a strong customer focused culture is in place across therecruitment and OD teams.Contacts:In all contacts the postholder will be required to present a good image of theDirectorate and the County Council as well as maintaining constructiverelationships
