CBIAN OVERVIEWThe Great Trio : Rajaji, Sardar Patel and Jawaharlal Nehru,whose blessings DSPE enjoyed in full measure.1.1 In the early stages of the World War-II, theGovernment of India realised that the vast increase inexpenditure for war efforts had provided opportunities tounscrupulous and antisocial persons, both officials andnon-officials, for indulging in bribery and corruption.In order to tackle the problem, the Government set upSpecial Police Establishment (SPE) under a DIGin the then Department of War, through an executiveorder in 1941, with mandate to investigate cases ofbribery and corruption in transactions with which theWar and Supply Department was concerned. At theend of 1942, the activities of the SPE were extendedto include cases of corruption in Railways also, whichwas vitally concerned with the movement and supplyof war materials.1.2 In 1943, an Ordinance was issued by theGovernment, constituting a Special Police Forcevested with powers for investigation of certain offencescommitted by servants of Central Government. As aneed for a Central Government Agency to investigatecases of bribery and corruption was felt even afterthe end of the war, the Ordinance which lapsedon September 30, 1946, was replaced by DelhiSpecial Police Establishment Ordinance of 1946.Subsequently, the same year, Delhi Special PoliceEstablishment Act, 1946 (DSPE Act) was broughtinto existence.1.3 After promulgation of the Act,superintendence of SPE was transferred to theHome Department and its functions were enlargedto cover all departments of the Government ofIndia. The jurisdiction of SPE was extended toall the Union Territories and the Act providedfor its extension to the States with the consentof the State Government. The Headquarters ofSPE was shifted to Delhi and the organisationwas put under the charge of Director, IntelligenceBureau. However, in 1948, a post of Inspector-General of Police, SPE was created and theorganisation was placed under his charge.2 Annual Report 2011 | Central Bureau of Investigation
