Acenta göreviyapmamız kesinlikle yasak,fakat kendi hizmetlerimizigerçekleştirmemiz, rezervasyonyapmamız, turist gruplarıgezdirmemiz serbest tutuluyor.Yolcu ve yük taşıyan tekneler bustatünün dışında tutuluyor.Dolayısıyla, boğazda turisttaşımacılığı yapan teknelerin,vasıf ve statüleri bu kanunsayesinde doğru kriterlerebağlanacak. Söz konusu yasaylabundan böyle sadece ABstandartlarına uyan tekneler buişi yapabilecek.Bakanlık her şeyi açık venet bildiriyor: “Taşımacılıkyapıyorsanız sadecetaşımacılık yapacaksınız,turizm işi yapıyorsanız turizmişi yapacaksınız; gereklistandartlara uyacaksınız.”TÜRSAB: Boğaz, hizmetveren teknelerin faaliyetlerinikolaylaştıracak yeterliimkânlara sahip mi?Muammer Can:Denizciliğimizin en önemlisorunlarından biri var ki, 20-30yıldır devam ediyor. Bir gemiinşa edilirken ilk planda LimanDenizcilik Müsteşarlığı’nıngeminin cinsini tespit edipgüzergâh haritası ve bağlamalimanı haritası vermesigerekiyor. Şu anda Boğaz’da8 bin 550 tane ufaklı büyüklütekne var. Boğaz sit alanı ilanedilmiş durumda ve görünürdeteknelerin bağlama hakkıbulunmuyor.TÜRSAB: Bu konuda ne türadımlar atıldı?Muammer Can: İstanbulBüyükşehir Belediyesi, MilliEmlak’tan Emirgan ve İstinye’depark yerleri kiralamış durumda,fakat konu izin aşamasında.3 no’lu Kültür Koruma Vakfı,gerekli izni vermek için tümBoğaz’ı planlayacak birproje hazırlanmasını talepetmiş. Liman Başkanlığı,projenin deniz kirliliğineneden olmayacak bir biçimdegerçekleştirilmesi için gerekliincelemeleri yapıyor.Büyük bir proje bu; 8 bin550 tekne yerine 11 bin 500teknenin bağlanabileceğive Boğaz’ın güzelliğinibozmayacak bir yapılanmayla,denizde yüzen platformlarıninşa edilmesi üzerindeduruluyor. Bizler Türkiye’nintanıtımını yapıyoruz. Ülkemizegelen turistlerin yüzde 80’igemilerle Boğaz’ı geziyor. Budurumda bizim gerekli tesislerekavuşturulmamız ülke turizmiaçısından da son derece önemli.operating licence will not be involvedin a tourism activity. We have fought this issue.TÜRSAB: What steps weretaken about this?Muammer Can: İstanbulMetropolitan Municipality has rentedparking plots from the National RealEstate in Emirgan and İstinye, butthe issue is at the permission stage.No 3 Culture Protection Foundation,has requested that a Project to beprepared which will include whole ofthe Bosphorus in order to issuenecessary permission. ThePort Authority is carrying outan investigation so that theproject can be realisedwithout causingpollution. This is agrand project; theyare planning to buildfloating platforms whichwould not spoil the beautyof the Bosphorus and would allow11 thousand 500 boats to be mooredinstead of 8 thousand 550. We arepromoting Turkey. 80% of touristsvisiting our country take a boat cruiseon the Bosphorus.
