İstanbul Boğazı yılın herdönemi, hem İstanbullular,hem de yerli ve yabancıziyaretçiler için bir cazibemerkezi. Yaz aylarının gelişiylebirlikte ise daha bir hareketleniyor,Boğaz gezintilerine davet çıkaranirili ufaklı teknelerle şenleniyor.Ancak söz konusu teknelerintümünün gerekli standartlarauygun olmaması, sektörün önündebir sorun olarak duruyor.Bu alandaki faaliyetlerin yasalbir zeminde ve “kalite” esasalınarak sürdürülmesi içingösterilen çabaların en önemlitemsilcilerinden biri, İstanbulTuristik Yüzer Tesis İşletmeleriDerneği Başkanı Muammer Can.Sahibi olduğu Cantur Turizmseyahat acentesi ve SemiramisI adlı tekneyle uzun yıllardırturizme hizmet veren, sadeceturistik faaliyetlerin değil, birsosyal sorumluluk bilincinin deöncülüğünü yapan Muammer Canile İstanbul Boğazı’nda sürdürülenturizm faaliyetlerinin sorunları veçözüm önerileri üzerine bir sohbetgerçekleştirdik.TÜRSAB: Turizm alanındakideneyiminizin bir sivil toplumkuruluşuna taşınması nasıl birsürecin ürünü oldu?Muammer Can: SemiramisI adlı teknemizle denizdesürdürdüğümüz turizmfaaliyetlerimiz üzerine, 2006yılında dönemin vali yardımcısıbir dernek kurmamızın, birsivil toplum kuruluşu olarakörgütlenmemizin faydalı olacağınısöyledi ve bu tavsiye üzerine,29 turizm belgeli tekne olarakİstanbul Turistik Yüzer Tesisİşletmeleri Derneği’ni kurduk.Halen derneğin başkanlığınıyürütüyorum.TÜRSAB: İstanbul Boğazı’ndakiturizm faaliyetlerinin endeneyimli isimlerinden birisiniz.Bu alandaki mevcut tabloyunasıl değerlendiriyorsunuz?Muammer Can: İstanbuldünyanın en güzel yeri...Türkiye’mizin üç tarafı denizlerleçevrili, 8000 küsur kilometrelikkıyı şeridi, 1000 kilometrelikde kara şeridi olan bir sahayasahibiz. Dünyanın hiçbir yerinderastlanmayacak bir İstanbulBoğazımız var ve biz burada çokdaha vasıflı ve kapasiteli teknelerlehizmet vermeye çalışıyoruz.ÖTV’siz yakıt sistemi getirilerekdenizlerden faydalanma yolunagidildi, fakat bu yeterli değil. BirDenizcilik Bakanlığı kurulmadıhenüz, bu alandaki işler UlaştırmaBakanlığı uhdesinde yürüyor.Son zamanlarda Kültür ve TurizmBakanlığı ile de faydalı girişimleriçerisindeyiz. 24 Temmuz2009’da Bakanlık kararıyla TurizmYönetmenliği Yasası çıktı. It gets livelier with the arrivalof summer months, gets cheerful withboats of various sizes which invitesyou to a cruise on Bosphorus. But thefact that not all the boats adhere tonecessary standards appears as thesector’s problem.One of the important representativesof efforts shown to continue theseactivities on a legal footing basedon “quality” is the Chairman ofİstanbul Touristic Floating FacilitiesManagement Association Mr.Muammer Can.We spoke to Muammer Can who hasbeen in tourism sector for many yearswith Cantur Tourism travel agencywhich he is the proprietor of and theboat Semiramis I. The topic of ourconversation with Mr. Can who is alsothe pioneer of consciousness of socialresponsibility was the problems thatrelate to tourism activities carriedout on The Bosphorus and suggestedsolutions.TÜRSAB: What was theprocess involved in takingyour experience in the field oftourism to a NongovernmentalOrganisation?Muammer Can: Having continuedtourism activities on water withour boat Semiramis I, the deputygovernor of İstanbul suggested in2006 that we form a nongovernmentalorganisation and be organised underone roof which would be beneficial.Upon this suggestion, with 29 boatsthat had touristic licence, we foundedİstanbul Touristic Floating FacilitiesManagement Association. I am thecurrent chairman of the association.TÜRSAB: You are one of the mostexperienced names of tourismactivities on the Bosphorus. Howdo you summarise the picture inthis area?Muammer Can: İstanbul is the mostbeautiful place on earth... Turkey issurrounded by water from three sides;we have 8000 kilometre long coastand 1000 kilometre long land border.The Bosphorous is unique in the worldand we want to provide service withboats built with better quality andhave more capacity.They brought in fuel system withoutÖTV (A consumer tax) in order toutilise the sea, but that was notenough. They still haven’t formed aMaritime Ministry and the mattersare handled by the Ministry ofTransportation. We have been inregular contact with the Ministry ofCulture and Tourism lately aboutuseful inititaves. On 24 th July 2009the regulations act was published bythe Ministry. Port Authority is alsointerested in this issue.TÜRSAB: What regulations doesthe act bring?Muammer Can: Within the time limitof the act, as of 28 th January 2011we have to give bank’s assurancejust like a tourism agency.
