Minutes of the Regular Work Session of the Board of MayorKingsport Tennessee Monday October 5 2009Page 2 of 6and Aldermen ofAlderman Munsey recommend that with holiday events looming both groups jointogether right now and put off any changes until the regular12 2009 and let the newly integrated board make decisions going forward Thoseelected at that time will take office on January 1 2010DKA election on NovemberBoard discussion ensued regarding how the merge will be undertaken how DBAmembers will be elected and the required membership in DKA to serve on its boardAlderman Munsey reported that there will be more than six openingson the24 memberDKA board and DBA can submit more than six names to be considered by the DKAand futurenominating committee which currently has three members past present DKA presidents but DKA has agreed to increase to six members although he isunsure of when that increase will take place After further questions raised byAlderman Marsh about the process Mr Munsey concededthat this becomes more of aselection process than an election and DBA would like to see that change in thefutureAlderman Munsey further recommended the BMA do two things because of thefunding consideration 1 allow a City staff member to assist DKA with addressingthese changes over the next six months and 2 consider allocation of additionalresources to DKA in next year s budget process to allow it to accomplish all the Cityexpects under the annual agreementAlderman Marsh asked DKA and DBA attendees if aside from these two issuesidentified there wasagreementon all other issues and DBA representative DougBeatty replied yes The DKA representative unidentified mentioned that there arestill questions whether DBA will have six 6 positions out of 24 or six 6 positions out ofto create a more30 Mr Marsh stated his support for opening up the election processflexibleallencompassing organization as he considers the current DKA bylawsto bevery narrow He added that the upcoming election needs to be open and he believes a24 member board is unwieldy so there is no reason to increase this numberRegarding term limits he can see where nine 9 years could be excessive but three3 years is pretty limiting for someonejust getting into the process He suggested acompromise of six 6 years twothree year terms with time off after two termsAlderman Parham shared his view from his extensive experience servingon variousboards that the term limits should be included in the bylaws and he favored three yearterms staggered so new members are working with established members He wascomfortable with athree year term limit and an additional year served on the executivecommittee as discussed earlier He added that he would like to see the DKA boardtrimmed to 9 to 12 members rather than 24Board members decided to have the main points still requiring attention and resolutionthat DKAwritten on the Council Room Smartboard Alderman Marsh started by statingneeds to consider reducing the size of its Board Alderman Joh wanted to ensure termlimits that allow Board turnover on aregular basis to guard against a tenured attitude
Minutes of the Regular Work Session of the Board of MayorPage 3 of 6and Aldermen ofKingsport Tennessee Monday October 5 2009Board discussion followed regarding these issues as well as the basic electionprocess Vice Mayor Mallicote summarized his recommendation by stating that DBA iswilling to hold six 6 seats and DKA can fill these immediately as many seats arevacant due to unexpired terms not being served A question arose whether thesepositions according to the bylaws would be elected or selected and if filled wouldbe subject to a new vote at next month selectionAround 535 pm Alderman Munsey suggested representatives of the twogroups resolve these issues and Alderman Marsh suggested they step outsidethe Council Room to discuss the items listed further and report back what if anydecisions are reached The BMA resumed with the next agenda item5 REVIEW OF AGENDA ITEMS ON OCTOBER 62009 REGULAR BUSINESSAGENDA City Manager Campbell members of staff and community membersprovided a summary or presentation for each item on the proposed agenda Thoseitems the Board discussed at greater length or which received specific questions orconcerns includedVI AA1 and 2Public Hearing and Consideration of Ordinances to Annex AmendConsideration of ResolutionsZoning of the RS7 and RS8 Annexations andAdopting the Plan of Services AF 309 and 310 2009 City Planner Ken Weemswent over both proposed annexation actions Alderman Marsh questioned the rationalebehind the expense of annexing these properties23 million in light of the nominalrevenue generated around 64 000 annually He added that it appears delusional tobelieve the City will not have to raise taxes in the future to meet these expensesAlderman Munsey believes it foolish to consider annexation from an investmentstandpointPublic Works Director Ryan McReynolds indicated that City staff has beenmeeting with developers who will absorb some of the required infrastructure expense asareas are developedV1 B4 Consideration of an Ordinance to Establish the Model City Motors ParkingLot Budget by Transferring Funds from the Street Resurfacing Project AF 3372009 City Manager Campbell explained that due to partial roof collapse in this Cityowned building this property would be fiscallybetter utilized as additional downtownparking rather than making roof repairs Alderman Marsh would like to see the ModelCity Motors building back in the hands of the private sector and Mr Campbell indicatedthere have been nonprofit organizations looking at purchasing the propertyOn arelated subject Alderman Munsey asked about the status of the downtownparking garage construction City Manager Campbell replied that proposalsreceived from the engineers and a sketch was shown to Board membershave beenAround610pm members of DKA and DBA returned havingQuisenberry of DKA as the spokesman for both groupsnamed Mr David
