Minutes <strong>of</strong> the Regular Work Session <strong>of</strong> the <strong>Board</strong> <strong>of</strong> <strong>Mayor</strong>Page 3 <strong>of</strong> 6<strong>and</strong> <strong>Aldermen</strong> <strong>of</strong><strong>Kingsport</strong> <strong>Tennessee</strong> Monday October 5 2009<strong>Board</strong> discussion followed regarding these issues as well as the basic electionprocess Vice <strong>Mayor</strong> Mallicote summarized his recommendation by stating that DBA iswilling to hold six 6 seats <strong>and</strong> DKA can fill these immediately as many seats arevacant due to unexpired terms not being served A question arose whether thesepositions according to the bylaws would be elected or selected <strong>and</strong> if filled wouldbe subject to a new vote at next month selectionAround 535 pm Alderman Munsey suggested representatives <strong>of</strong> the twogroups resolve these issues <strong>and</strong> Alderman Marsh suggested they step outsidethe Council Room to discuss the items listed further <strong>and</strong> report back what if anydecisions are reached The BMA resumed with the next agenda item5 REVIEW OF AGENDA ITEMS ON OCTOBER 62009 REGULAR BUSINESSAGENDA <strong>City</strong> Manager Campbell members <strong>of</strong> staff <strong>and</strong> community membersprovided a summary or presentation for each item on the proposed agenda Thoseitems the <strong>Board</strong> discussed at greater length or which received specific questions orconcerns includedVI AA1 <strong>and</strong> 2Public Hearing <strong>and</strong> Consideration <strong>of</strong> Ordinances to Annex AmendConsideration <strong>of</strong> ResolutionsZoning <strong>of</strong> the RS7 <strong>and</strong> RS8 Annexations <strong>and</strong>Adopting the Plan <strong>of</strong> Services AF 309 <strong>and</strong> 310 2009 <strong>City</strong> Planner Ken Weemswent over both proposed annexation actions Alderman Marsh questioned the rationalebehind the expense <strong>of</strong> annexing these properties23 million in light <strong>of</strong> the nominalrevenue generated around 64 000 annually He added that it appears delusional tobelieve the <strong>City</strong> will not have to raise taxes in the future to meet these expensesAlderman Munsey believes it foolish to consider annexation from an investmentst<strong>and</strong>pointPublic Works Director Ryan McReynolds indicated that <strong>City</strong> staff has beenmeeting with developers who will absorb some <strong>of</strong> the required infrastructure expense asareas are developedV1 B4 Consideration <strong>of</strong> an Ordinance to Establish the Model <strong>City</strong> Motors ParkingLot Budget by Transferring Funds from the Street Resurfacing Project AF 3372009 <strong>City</strong> Manager Campbell explained that due to partial ro<strong>of</strong> collapse in this <strong>City</strong>owned building this property would be fiscallybetter utilized as additional downtownparking rather than making ro<strong>of</strong> repairs Alderman Marsh would like to see the Model<strong>City</strong> Motors building back in the h<strong>and</strong>s <strong>of</strong> the private sector <strong>and</strong> Mr Campbell indicatedthere have been nonpr<strong>of</strong>it organizations looking at purchasing the propertyOn arelated subject Alderman Munsey asked about the status <strong>of</strong> the downtownparking garage construction <strong>City</strong> Manager Campbell replied that proposalsreceived from the engineers <strong>and</strong> a sketch was shown to <strong>Board</strong> membershave beenAround610pm members <strong>of</strong> DKA <strong>and</strong> DBA returned havingQuisenberry <strong>of</strong> DKA as the spokesman for both groupsnamed Mr David
