Minutes <strong>of</strong> the Regular Work Session <strong>of</strong> the <strong>Board</strong> <strong>of</strong> <strong>Mayor</strong><strong>Kingsport</strong> <strong>Tennessee</strong> Monday October 5 2009Page 2 <strong>of</strong> 6<strong>and</strong> <strong>Aldermen</strong> <strong>of</strong>Alderman Munsey recommend that with holiday events looming both groups jointogether right now <strong>and</strong> put <strong>of</strong>f any changes until the regular12 2009 <strong>and</strong> let the newly integrated board make decisions going forward Thoseelected at that time will take <strong>of</strong>fice on January 1 2010DKA election on November<strong>Board</strong> discussion ensued regarding how the merge will be undertaken how DBAmembers will be elected <strong>and</strong> the required membership in DKA to serve on its boardAlderman Munsey reported that there will be more than six openingson the24 memberDKA board <strong>and</strong> DBA can submit more than six names to be considered by the DKA<strong>and</strong> futurenominating committee which currently has three members past present DKA presidents but DKA has agreed to increase to six members although he isunsure <strong>of</strong> when that increase will take place After further questions raised byAlderman Marsh about the process Mr Munsey concededthat this becomes more <strong>of</strong> aselection process than an election <strong>and</strong> DBA would like to see that change in thefutureAlderman Munsey further recommended the BMA do two things because <strong>of</strong> thefunding consideration 1 allow a <strong>City</strong> staff member to assist DKA with addressingthese changes over the next six months <strong>and</strong> 2 consider allocation <strong>of</strong> additionalresources to DKA in next year s budget process to allow it to accomplish all the <strong>City</strong>expects under the annual agreementAlderman Marsh asked DKA <strong>and</strong> DBA attendees if aside from these two issuesidentified there wasagreementon all other issues <strong>and</strong> DBA representative DougBeatty replied yes The DKA representative unidentified mentioned that there arestill questions whether DBA will have six 6 positions out <strong>of</strong> 24 or six 6 positions out <strong>of</strong>to create a more30 Mr Marsh stated his support for opening up the election processflexibleallencompassing organization as he considers the current DKA bylawsto bevery narrow He added that the upcoming election needs to be open <strong>and</strong> he believes a24 member board is unwieldy so there is no reason to increase this numberRegarding term limits he can see where nine 9 years could be excessive but three3 years is pretty limiting for someonejust getting into the process He suggested acompromise <strong>of</strong> six 6 years twothree year terms with time <strong>of</strong>f after two termsAlderman Parham shared his view from his extensive experience servingon variousboards that the term limits should be included in the bylaws <strong>and</strong> he favored three yearterms staggered so new members are working with established members He wascomfortable with athree year term limit <strong>and</strong> an additional year served on the executivecommittee as discussed earlier He added that he would like to see the DKA boardtrimmed to 9 to 12 members rather than 24<strong>Board</strong> members decided to have the main points still requiring attention <strong>and</strong> resolutionthat DKAwritten on the Council Room Smartboard Alderman Marsh started by statingneeds to consider reducing the size <strong>of</strong> its <strong>Board</strong> Alderman Joh wanted to ensure termlimits that allow <strong>Board</strong> turnover on aregular basis to guard against a tenured attitude
