This requires new approaches, which in turn become alsoobjectives <strong>of</strong> the dem<strong>on</strong>strati<strong>on</strong>.The proposalThe Agency is proposing to c<strong>on</strong>tinue implementing this strategy through twoElements <strong>of</strong> the new period <strong>of</strong> the General Support Technology Programme (<str<strong>on</strong>g>GSTP</str<strong>on</strong>g>),<str<strong>on</strong>g>GSTP</str<strong>on</strong>g>-6:Technology Flight Opportunities: Element 4Element 4 will be re-defined to satisfy the demand from industry for opportunities toprovide flight legacy to their products and to pr<strong>of</strong>it from the increasing opportunitiesfor hosting payloads <strong>on</strong> commercial and instituti<strong>on</strong>al missi<strong>on</strong>s. The opportunity <strong>of</strong> aflight demo is a powerful motivator for bridging the gap between low TRL and thematurity required for adopti<strong>on</strong> <strong>on</strong> missi<strong>on</strong>s. This latter problem has been an issue for<str<strong>on</strong>g>GSTP</str<strong>on</strong>g> developments for a l<strong>on</strong>g time.This refocused Element 4 shall facilitate <strong>technology</strong> and products to reach the laststep <strong>of</strong> the TRL ladder, by matching technologies needing such in-orbit demo withthe cheapest and fastest flight opportunity available, <strong>on</strong> any missi<strong>on</strong> providing therequired pr<strong>of</strong>ile (nati<strong>on</strong>al, commercial, <strong>ESA</strong>’s, etc.). Implementati<strong>on</strong> will be viaperiodic Announcements <strong>of</strong> Opportunity for candidate technologies and carriers. TheAgency will seek possible agreements / block reservati<strong>on</strong>s for opportunities <strong>on</strong>regular nati<strong>on</strong>al <strong>technology</strong> flights. Coordinati<strong>on</strong> <strong>of</strong> In-Orbit Dem<strong>on</strong>strati<strong>on</strong> effortsin Europe will be pursued, sharing opportunities, platforms, and launchers.Breakthrough Missi<strong>on</strong> Approaches: Element 5Industry in Europe is lacking the large defence budgets that drive <strong>technology</strong>development in other parts <strong>of</strong> the world. In particular in the US, agencies likeDARPA or the Air Force Lab are pushing very innovative c<strong>on</strong>cepts to flightdem<strong>on</strong>strati<strong>on</strong> that <strong>on</strong>ce proven are more easily adopted in main missi<strong>on</strong>s. TheProba-1 and -2 missi<strong>on</strong>s have been very successful in this sense: Aut<strong>on</strong>omy in eventdriven operati<strong>on</strong>s as opposed to stored missi<strong>on</strong> timeline, system – s<strong>of</strong>twareengineering, use <strong>of</strong> autocode, share <strong>of</strong> system s<strong>of</strong>tware across functi<strong>on</strong>al verificati<strong>on</strong>and operati<strong>on</strong>s, etc. are now entering mainstream missi<strong>on</strong>s. This does not excludethe dem<strong>on</strong>strati<strong>on</strong> <strong>of</strong> <strong>technology</strong>, as new techniques usually trigger new technologiesas well. The Proba series has also pi<strong>on</strong>eered new technologies and products such asthe recent generati<strong>on</strong>s <strong>of</strong> <strong>ESA</strong> processors ERC-32, LEON, Li-i<strong>on</strong> batteries, etc. thathave been selected in core missi<strong>on</strong>s precisely because <strong>of</strong> such heritage. The infusi<strong>on</strong><strong>of</strong> these technologies and practices in the main missi<strong>on</strong>s <strong>of</strong> the Agency is facilitatedby the Technical Directorate engineering support to projects.2
