<strong>SYSTEMS</strong> <strong>AND</strong> <strong>DATABASE</strong> <strong>ADMINISTRATOR</strong>FUNCTIONPerforms professional, fully performing, journey level work providing technical services on enterprise network operatingsystems and enterprise relational database management systems involved in the installation, upgrading, administration,tuning and maintenance of UNIX and/or NT application server operating systems and related network peripherals, SQLcompliant enterprise relational database management systems; monitors system performance; administers, oversees andcoordinates the implementation of new systems or system enhancements; manages projects that include integration ofproducts; and performs related work as required.SUPERVISION RECEIVEDWork is performed independently under direction of the assigned manager or other higher level of authority. The employeeis expected to exercise initiative and independent judgement in developing recommendations and selecting appropriateresources in accordance with established policies and procedures in the development, utilization and enhancement ofexisting computer and network systems. Work is reviewed through conferences and results achieved.SUPERVISION EXERCISEDMay exercise technical and/or functional supervision of subordinates as assigned.EXAMPLES OF WORK PERFORMED / ESSENTIAL FUNCTIONS1. Implements new enterprise systems and/or systems enhancements.2. Provides overall management, and technical support for operating system and database management system andapplications.3. Manages, implements, troubleshoots, maintains and upgrades enterprise servers and related operating systems.4. Manages, designs, implements, troubleshoots, maintains and tunes enterprise relational databases.5. Plans, coordinates, organizes and implements system project activities.6. Develops, implements and maintains database policies, standards and procedures for installation, upgrade andoperation of software and hardware.7. Instructs and provides guidance and assistance to less experienced systems administrators, database administratorsand other computer system personnel as required.8. Implements and maintains operating software and software packages.9. Performs capacity planning required to design, develop, test, implement and maintain databases, applications andsystems.10. Recommends or specifies software or hardware necessary to accommodate designed requirements at determinedcapacity.11. Plans, develops and implements enterprise backup strategy.12. Plans and develops disaster recovery procedures.13. Ensures that programs and applications meet specifications, function properly, and are installed so that any disruptionof services is minimized.14. Customizes, troubleshoots, analyzes performance and tunes, evaluates software, and provides customer support forsystem and related peripherals.15. Monitors and analyzes systems, applications and database performance.16. 17. Develops and maintains standards, procedures, and documentation related to assigned systems software.18. Provides technical support for other development and maintenance programmers and analysts.19. Provides help desk support.20. Aids users in determining the cause of software problems, provides effective procedures, and documentsproblems/solutions.21. Conducts research and feasibility studies for software and hardware evaluation.22. Makes recommendations based on findings.23. Provides testing to verify procedures and documentation.24. Provides assistance to other staff as needed and provides guidance, assistance, and training to less experiencedemployees25. Performs special assignments as required.26. Performs related work as required.WORK CONTACTSRegular and frequent contacts with internal and external users of systems related to assigned Departments, outsidesystem hardware and software support personnel, associate personnel, external agencies, and the general public toprovide support and information on systems, networks, hardware and supported software; to identify and resolve problems;to obtain information and respond to inquiries.CONDITIONS OF WORKWork is subject to varying job priorities, post and job assignments and may be subject to call-back or on-call status andirregular schedules including completion of work assignments on evenings, weekends or holidays. Work may requirelifting and carrying of objects up to 50 pounds. Work requires frequent usage of Video Display Terminals (VDT).All employees of Mohave County are subject to immediate callout when an emergency, disaster or breach of homeland securityoccurs. All employees are considered to be available for these types of events and will immediately respond, in accordance withCounty Emergency Operations Plan, when directed by the Chairman of the Mohave County Board of Supervisors, CountyManager, the Homeland Security/Emergency Management Coordinator, or when directed by their department director/electedofficial and/or immediate supervisor. Such call to respond and assist may involve those activities assigned to their regular jobresponsibilities and incorporate other non job related duties as necessary and required of an employee to respond to theemergent matter at hand. An employee’s response to these matters may require the working of unusual, long hours over apossibility of an extended period of time with infrequent breaks or rest periods. An employee who is working with anaccommodation must meet with their supervisor and department director/elected official to discuss their requirement forresponse.DESIRABLE KNOWLEDGE, SKILLS <strong>AND</strong> ABILITIESSpecialized knowledge of :--IBM AIX operating systems or other UNIX experience.--Informix and SQL.--programming principles and multi-platform program languages.--operating system software of an electronic data processing system.--capabilities, operating requirements, and unique characteristics of the system hardwarePractical knowledge of:<strong>SYSTEMS</strong> <strong>AND</strong> <strong>DATABASE</strong> <strong>ADMINISTRATOR</strong>.DOC <strong>SYSTEMS</strong> <strong>AND</strong> <strong>DATABASE</strong> <strong>ADMINISTRATOR</strong>, Page 2


Ability to:--block diagramming, flow charting and procedural report writing.--research, develop, design, implement, and maintain complex operating systems.--diagnose systems problems and to provide clear, understandable solutions.--guide, train and assist technical employees and to review their work.--efficiently monitors program development and thoroughly document necessary system modifications andenhancements.--establish and maintain effective working relationships with those contacted during the course of work.--prepare clear, structured programs of a highly complex nature for efficient machine utilization.--write comprehensible technical system documentation.--communicate with users and translate technical matters into understandable terms.ACCEPTABLE EXPERIENCE <strong>AND</strong> TRAININGAny acceptable combination of education and experience equivalent to two - four (2-4) years increasingly responsiblesystem administration and database administration experience which includes experience in operation, configuration,maintenance, installation, performance tuning of enterprise system and relational database software, hardware andrelated peripheral equipment in a LAN/WAN networked environment. An Associates Degree in Computer Science,Management Information Systems, or related technical field preferred. Experience in AIX running on IBM RS6000's andexperience in Informix RDBMS strongly preferred. OR an equivalent combination of experience, education and trainingwhich provides the desired knowledge, skills and abilities.NECESSARY SPECIAL REQUIREMENTMust possess and maintain a valid driver's license.
