TRUCK ROUTE PLANNEEDS IDENTIFICATIONThe orderly movement <strong>of</strong> goods and delivery <strong>of</strong>services is crucial to the economic well being <strong>of</strong><strong>Naperville</strong>. However, the transportation <strong>of</strong> goods(freight) through a city can create negative impacts.Key issues related to truck routes include roaddamage, noise, pollution, and traffic congestioncaused by trucks. Issues <strong>of</strong> noise and potential safetyissues are <strong>of</strong> particular concern to residentialIt is important to address issues <strong>of</strong> road damage andtruck noise in an attempt to minimize unnecessaryexpenditures and to maintain a high quality livingenvironment for residents. Designating truck routeshelps to assure that trucks travel on roadwaysdesigned to handle heavy loads and that noise impactsto residents are minimized. Designated truck routesalso support the movement <strong>of</strong> goods and delivery <strong>of</strong>services that are vital to our economy by ensuringadequate facilities exist to accommodate truck traffic.The following policies, practices and programsaddress issues <strong>of</strong> road damage, noise, pollution andtraffic congestion.POLICIESThe following policies support the <strong>City</strong> <strong>of</strong> <strong>Naperville</strong>’seffort to provide for the orderly movement <strong>of</strong> goodsby roads while minimizing the negative impactsassociated with truck traffic:<strong>Truck</strong>s on <strong>Route</strong> 59neighborhoods located near truck routes and in thedowntown area.Road damage on local streets due to heavy truckloadsaffects taxpayers by increases in road repair andmaintenance costs. Noise and pollution associatedwith trucks can reduce quality <strong>of</strong> life in areasexperiencing truck traffic. <strong>Truck</strong>s accelerate at aslower rate than do other vehicles and can contributeto traffic congestion.• Operate a Designated <strong>Truck</strong> <strong>Route</strong> System thatrestricts the operation <strong>of</strong> any motor vehicle inexcess <strong>of</strong> 8,000 pounds or any vehicle with aregistered weight greater than 8,000 pounds onany street not designated and posted as a truckroute.• Operate, in accordance with Federal and Stateinterstate commerce regulations, Class III <strong>Truck</strong><strong>Route</strong>s for up to 80,000-pound interstatesemi-tractor trailer trucks with an axle width <strong>of</strong> 8feet and Class II <strong>Truck</strong> <strong>Route</strong>s for 80,000-poundinterstate semi-tractor trailer trucks with 8 foot 6inch axle widths.• Administer an Overweight/Overdimension RoadDamage Fee Program to provide for themovement <strong>of</strong> equipment and structures with grossweights and widths in excess <strong>of</strong> the maximumallowed by state statute.<strong>Naperville</strong> Comprehensive Transportation <strong>Plan</strong>December 200268

TRUCK ROUTE PLAN• Consider methods, such as using truck lanerestrictions, to minimize traffic congestion resultingfrom truck traffic.• Encourage the dissemination <strong>of</strong> informationregarding the location <strong>of</strong> trucks and the classification<strong>of</strong> streets to the public.PRACTICESBelow are practices, methods used by staff to provideplanning, engineering, and law enforcement servicesthat address truck route issues:• Manage the movement <strong>of</strong> trucks throughout thecommunity to minimize their impact uponresidential streets.• Integrate truck route planning with land useplanning.• Coordinate the location <strong>of</strong> truck routes withroadway design and land uses.• Consider regional implications <strong>of</strong> truck routelocations.• Enforce truck route policies.• Reevaluate existing truck routes periodically.PROGRAMSThe <strong>City</strong> has developed and carries out programs todesignate truck routes and address road damagecaused by overweight/overdimension vehicles. Aneducational program is also proposed.Designated <strong>Truck</strong> <strong>Route</strong> System. The <strong>City</strong> hasestablished designated truck routes for vehicles inexcess <strong>of</strong> 8,000 pounds gross or registered weight.The Designated <strong>Truck</strong> <strong>Route</strong> Program does notprohibit trucks from using <strong>City</strong> streets, but ratherrequires trucks (vehicles over 8,000 poundsregistered weight) to use designated truck routes tothe point closest and most direct to their point <strong>of</strong>delivery and then return to the nearest truck route bythe shortest and most direct route. <strong>Truck</strong>s may useneighborhood streets to make a delivery but cannotdrive “through” the neighborhood. The objective <strong>of</strong>the Designated <strong>Truck</strong> <strong>Route</strong> System is to minimize theimpact <strong>of</strong> trucks upon residential streets. <strong>Truck</strong> routeschedules are posted along the routes.Road Damage Overweight/Overdimension <strong>Truck</strong>Permit Program. This program allows trucks haulingnon-divisible loads to operate over <strong>City</strong> streets withgross weights and widths in excess <strong>of</strong> the maximumprovided for in-state statutes. The fee schedule forthe Over-Weight/Over-Dimension Road Damage FeeProgram is based upon the amount <strong>of</strong> over-loadabove the maximum load limit for a given axleconfiguration. To specifically regulate the movement<strong>of</strong> heavy loads exceeding 73,280 pounds up to275,000 pounds, a Road DamageOverweight/Over-Dimension <strong>Truck</strong> Permit Programwas established in the summer <strong>of</strong> 1993. A per milefee schedule, based on gross weight and number <strong>of</strong>axles, is administered by the <strong>City</strong>. Fees collected aspart <strong>of</strong> this program go directly into the Road andBridge Fund for the repair and reconstruction <strong>of</strong> <strong>City</strong>streets.Education Program. The <strong>City</strong> will develop a programto educate the public about the location <strong>of</strong> truckroutes and street classifications. This program wouldinclude defining what is classified as a truck route.The <strong>City</strong> will also develop a program to encouragerealtors to educate their customers about the location<strong>of</strong> truck routes.<strong>Naperville</strong> Comprehensive Transportation <strong>Plan</strong>December 200269

TRUCK ROUTE PLANIMPLEMENTATIONThe majority <strong>of</strong> the practices and programs identifiedin the <strong>Truck</strong> <strong>Route</strong> <strong>Plan</strong> has been implemented or canbe implemented immediately. The reevaluation <strong>of</strong>existing truck routes will take place in conjunction withthe Transportation Impact Fee updates. Please referto the Implementation <strong>Plan</strong> for the ComprehensiveTransportation <strong>Plan</strong> for information regardingimplementation projects and project scope.
