ANNEX AProject 17 - 4:Project Manager:Participant/Liaison:Employment <strong>and</strong> training opportunities associated with protected areasDepartment of Indian Affairs <strong>and</strong> Nor<strong>the</strong>rn Development (DIAND) – Nor<strong>the</strong>rnAffairs Program (NAP), Government of <strong>the</strong> Northwest Territories (GNWT) -Intergovernmental <strong>and</strong> Aboriginal Affairs (IAA)<strong>Sahtu</strong> Tribal Council (STC), government departmentsObligations Addressed:17.2.7 It is <strong>the</strong> objective of <strong>the</strong> parties that qualified participants be employed at all occupational levelsin protected areas. Government shall identify employment opportunities in respect of <strong>the</strong>management <strong>and</strong> administration of protected areas <strong>and</strong> shall provide appropriate trainingopportunities <strong>for</strong> participants as set out in <strong>the</strong> implementation plan. For any protected areaestablished after <strong>the</strong> date of settlement legislation, <strong>the</strong> nature <strong>and</strong> extent of <strong>the</strong> trainingopportunities shall be set out in <strong>the</strong> protected area agreement.Referenced Clauses: 17.2.1 (a)ACTIVITIES RESPONSIBILITY TIMING GUIDELINES(in sequence)1. Advise government departments responsible NAP, IAA after settlement<strong>for</strong> <strong>the</strong> management <strong>and</strong> administration oflegislationprotected areas of this obligation <strong>and</strong> asked<strong>the</strong>m to identify appropriate employmentopportunities in relation to <strong>the</strong> management <strong>and</strong>administration of any existing protected areasin <strong>the</strong> settlement area2. Request government departments responsible NAP, IAA after settlement<strong>for</strong> <strong>the</strong> management <strong>and</strong> administration oflegislationprotected areas to provide training opportunities<strong>for</strong> <strong>the</strong> <strong>Sahtu</strong> in connection with anyemployment opportunities identified3. Where a protected area is established after government, STC<strong>the</strong> date of settlement legislation, trainingopportunities shall be addressed specifically in<strong>the</strong> negotiations <strong>for</strong> <strong>the</strong> protected areaagreementTraining/Economic Opportunities:- As identifiedFunding:- As part of <strong>the</strong> overall funding to be provided by Canada to <strong>the</strong> Government of <strong>the</strong>-NorthwestTerritories, <strong>the</strong> Government of <strong>the</strong> Northwest Territories will allocate <strong>the</strong> funds as follows:SAHTU IMPLEMENTATION PLAN 86
