ANNEX AProject 17 - 1:Project Manager:Participant/Liaison:Establishment and operation of protected areasGovernment of the Northwest Territories (GNWT) - Economic Development andTourism (ED&T), Canada - Affected departmentsSahtu Tribal Council (STC), Local communitiesObligations Addressed:17.2.1 (a) Government shall consult with the Sahtu Tribal Council and with affected local communitiesprior to the establishment of any protected area, or changes in the boundaries of anestablished protected area. Such consultation shall commence not less than 12 monthsprior to the establishment of the protected area or the change in boundaries.(b) In an emergency for reasons of conservation, such consultation may take place in a shorterperiod. In the event of an emergency for reasons of conservation which requires immediategovernment action, government shall consult with the Sahtu Tribal Council as soon aspossible after the establishment of a protected area on the necessity of the action and theterms and conditions attached thereto.Referenced Clauses: 17.2.6, 2.1.1 (definition of "protected area"), 17.3ACTIVITIES RESPONSIBILITY TIMING GUIDELINES(in sequence)1. Identify site of potential protected area ED&T or Canada - after settlementaffected departments legislation(proponent)2. Notify the STC and the local community(ies) proponent not less than 12 monthsof a proposal to establish a protected area orprior to protected areachange the boundary of an establishedbeing establishedprotected area; provide the STC with areasonable period of time to prepare views onthe matter; and provide the STC with anopportunity to present those views3. Review the proposal and present views to the STC, local within period providedproponentcommunity(ies)4. Give full and fair consideration to the views proponentpresented5. Decide whether or not to establish the proponentprotected areas or change the boundary of aprotected area6. If a protected area is to be established, proponent within two years ofnegotiate a protected area agreement withcommencingthe affected Sahtu community(ies)negotiations7.
