IMPLEMENTATION PLANFOR THESAHTU DENE AND METISCOMPREHENSIVE LAND CLAIM AGREEMENTBY AND BETWEEN:Her Majesty the Queen in right of Canada, as represented by the Minister of Indian Affairs andNorthern Development hereinafter referred to as "Canada", andThe Government of the Northwest Territories, as represented by the Minister for Intergovernmentaland Aboriginal Affairs, hereinafter referred to as "the Government of the Northwest Territories", andThe Sahtu Tribal Council, herein acting for and on behalf of the Sahtu Dene and Metis and on its ownbehalf, and represented by its undersigned authorized representatives.WHEREAS a Comprehensive Land Claim Agreement, hereinafter referred to as the "Sahtu Dene andMetis agreement" has been signed by Government and the Sahtu Dene and Metis;AND WHEREAS chapter 29 of the Sahtu Dene and Metis agreement requires the completion of anImplementation Plan which is to guide the implementation of the Sahtu Dene and Metis agreement, andrequires the approval of the Plan by Canada, the Government of the Northwest Territories and the SahtuTribal Council, hereinafter referred to as "the parties";AND WHEREAS representatives of the parties have developed this Implementation Plan, hereinafterreferred to as the "Plan", which identifies certain activities to be undertaken and certain costs which shallbe incurred with respect to the implementation of the Sahtu Dene and Metis agreement during the initialimplementation period;AND WHEREAS the parties wish to provide a mechanism in accordance with chapter 29 of the SahtuDene and Metis agreement to monitor the implementation of the Sahtu Dene and Metis agreement and toaddress disputes in a co-operative manner and to amend the Plan in the light of changing circumstances;THEREFORE the parties agree as follows:1. Legal Status of the Plan1.1 The Plan consists of documents indicating the activities required to implement the Sahtu Dene andMetis agreement and an estimate of the associated costs.
