ANNEX AProject 16 - 3:Project Manager:Participant/Liaison:Proposed Bluenose National ParkDepartment of Environment - Canadian Parks Service (CPS)Sahtu Tribal Council (STC)Obligations Addressed:16.8.1 (a) A national park is proposed to be established to include Bluenose Lake and the watershedof the Hornaday River.(b) If the park includes lands within the settlement area, the Sahtu Tribal Council shall beconsulted with respect to the establishment of the park and, subject to 16.8.2, theprovisions of chapter 16 shall apply.16.8.2 (a) The parties may agree that 16.2 does not apply within Bluenose National Park.(b) 16.3 shall not apply within Bluenose National Park. The Sahtu Tribal Council shall beentitled to nominate one member to any committee established to manage the park if landswithin the settlement area form part thereof.(c) 16.7.2 and 16.7.3 shall apply only with respect to activities described therein that arecarried on in that part of the park within the settlement area.Referenced Clauses: chapter 16ACTIVITIES RESPONSIBILITY TIMING GUIDELINES(in sequence)1. If the proposed Bluenose National Park CPS prior to the establishincludeslands within the Sahtu settlementment of the parkarea, notify the STC with respect to theestablishment of the park, and advise thatgovernment proposes that there will not be anImpact and Benefit Plan as described in 16.2for the park; provide the STC with areasonable period to time to prepare views onthe matter; and provide the STC with anopportunity to present its views2. Review the proposal and present views to CPS STC within period provided3. Give full and fair consideration to the views CPS as requiredpresented and discuss further if required4. If agreement is not reached that 16.2 does notapply within Bluenose National Park:- an Impact and Benefit Plan will be CPS, STC within a reasonabledeveloped;period of time- parties may agree that an Impact and CPS, STC prior to establishment ofBenefit Plan is not necessary the parkORORSAHTU IMPLEMENTATION PLAN 80

If a portion of a Bluenose National Park is CPS at time that any suchwithin the Sahtu settlement area, anycommittee is developedcommittee established to manage the parkshall include one member to be nominatedby the STC6. If a committee is established, as identified STC upon establishment ofin 5, to manage the park one member shallthe committeebe nominated by the STC7.
