ANNEX AProject 16 - 3:Project Manager:Participant/Liaison:Proposed Bluenose National ParkDepartment of Environment - Canadian Parks Service (CPS)<strong>Sahtu</strong> Tribal Council (STC)Obligations Addressed:16.8.1 (a) A national park is proposed to be established to include Bluenose Lake <strong>and</strong> <strong>the</strong> watershedof <strong>the</strong> Hornaday River.(b) If <strong>the</strong> park includes l<strong>and</strong>s within <strong>the</strong> settlement area, <strong>the</strong> <strong>Sahtu</strong> Tribal Council shall beconsulted with respect to <strong>the</strong> establishment of <strong>the</strong> park <strong>and</strong>, subject to 16.8.2, <strong>the</strong>provisions of chapter 16 shall apply.16.8.2 (a) The parties may agree that 16.2 does not apply within Bluenose National Park.(b) 16.3 shall not apply within Bluenose National Park. The <strong>Sahtu</strong> Tribal Council shall beentitled to nominate one member to any committee established to manage <strong>the</strong> park if l<strong>and</strong>swithin <strong>the</strong> settlement area <strong>for</strong>m part <strong>the</strong>reof.(c) 16.7.2 <strong>and</strong> 16.7.3 shall apply only with respect to activities described <strong>the</strong>rein that arecarried on in that part of <strong>the</strong> park within <strong>the</strong> settlement area.Referenced Clauses: chapter 16ACTIVITIES RESPONSIBILITY TIMING GUIDELINES(in sequence)1. If <strong>the</strong> proposed Bluenose National Park CPS prior to <strong>the</strong> establishincludesl<strong>and</strong>s within <strong>the</strong> <strong>Sahtu</strong> settlementment of <strong>the</strong> parkarea, notify <strong>the</strong> STC with respect to <strong>the</strong>establishment of <strong>the</strong> park, <strong>and</strong> advise thatgovernment proposes that <strong>the</strong>re will not be anImpact <strong>and</strong> Benefit <strong>Plan</strong> as described in 16.2<strong>for</strong> <strong>the</strong> park; provide <strong>the</strong> STC with areasonable period to time to prepare views on<strong>the</strong> matter; <strong>and</strong> provide <strong>the</strong> STC with anopportunity to present its views2. Review <strong>the</strong> proposal <strong>and</strong> present views to CPS STC within period provided3. Give full <strong>and</strong> fair consideration to <strong>the</strong> views CPS as requiredpresented <strong>and</strong> discuss fur<strong>the</strong>r if required4. If agreement is not reached that 16.2 does notapply within Bluenose National Park:- an Impact <strong>and</strong> Benefit <strong>Plan</strong> will be CPS, STC within a reasonabledeveloped;period of time- parties may agree that an Impact <strong>and</strong> CPS, STC prior to establishment ofBenefit <strong>Plan</strong> is not necessary <strong>the</strong> parkORORSAHTU IMPLEMENTATION PLAN 80
