ANNEX AProject 16 - 2:Project Manager:Participant/Liaison:Changing boundaries of a National Park, once establishedDepartment of Environment - Canadian Parks Service (CPS)<strong>Sahtu</strong> Tribal Council (STC)Obligations Addressed:16.1.7 Once established, <strong>the</strong> boundaries of a national park shall not be reduced without <strong>the</strong> consent of<strong>the</strong> <strong>Sahtu</strong> Tribal Council. The boundaries of a national park shall not be enlarged except byOrder-in Council, proclamation or legislation after consultation with <strong>the</strong> <strong>Sahtu</strong> Tribal Council.ACTIVITIES RESPONSIBILITY TIMING GUIDELINES(in sequence)1. Notify <strong>the</strong> STC of a proposal to reduce <strong>the</strong> CPS after settlementboundaries of a national park in <strong>the</strong>legislationsettlement area2. Review <strong>the</strong> proposal <strong>and</strong> grant or withhold STCconsent3. Notify <strong>the</strong> STC of a proposal to enlarge <strong>the</strong> CPS after settlementboundaries of a national park in <strong>the</strong>legislationsettlement area; provide <strong>the</strong> STC with areasonable period of time to prepare its viewson <strong>the</strong> matter; <strong>and</strong> provide <strong>the</strong> STC with anopportunity to present its views4. Review <strong>the</strong> proposal <strong>and</strong> present views to STC within period providedCPS5. Give full <strong>and</strong> fair consideration to <strong>the</strong> CPSviews presented6. If consent is granted by <strong>the</strong> STC <strong>for</strong> a CPSreduction of <strong>the</strong> park or if a decision ismade to enlarge <strong>the</strong> park after consultationwith <strong>the</strong> STC, amend <strong>the</strong> park boundariesTraining/Economic Opportunities:- As may be associated with any amendment to <strong>the</strong> Impact <strong>and</strong> Benefit <strong>Plan</strong><strong>Plan</strong>ning Assumptions:- There are no national parks in <strong>the</strong> settlement area.- An amendment of <strong>the</strong> National Parks Act is required to effect a change in <strong>the</strong> boundary of a park.SAHTU IMPLEMENTATION PLAN 79
