Prepare a park management plan CPS, NPMC within 5 years of parkbeing established9. Review <strong>the</strong> Impact <strong>and</strong> Benefit <strong>Plan</strong> CPS, NPMC at least every ten years10. Review <strong>and</strong> revise <strong>the</strong> park management plan CPS, NPMC at least every ten yearsTraining/Economic Opportunities:- To be dealt with in <strong>the</strong> Impact <strong>and</strong> Benefit <strong>Plan</strong>- The <strong>Sahtu</strong> Tribal Council shall have <strong>the</strong> right of first refusal to any new licences related to wildlife<strong>and</strong> tourism in national parks in <strong>the</strong> settlement area- In <strong>the</strong> event that <strong>the</strong>re is <strong>the</strong> manipulation of wildlife populations by way of a controlled hunt in anational park in <strong>the</strong> settlement area participants shall be given <strong>the</strong> preferential right to participate in<strong>the</strong> hunt<strong>Plan</strong>ning Assumptions:- When any park is established, <strong>the</strong>re is an amendment to <strong>the</strong> National Parks Act to legally establish<strong>the</strong> park- When <strong>and</strong> if circumstances require, CPS will develop specific regulations <strong>for</strong> individual parks- Currently, <strong>the</strong> only consideration regarding <strong>the</strong> establishment of a National Park within <strong>the</strong> <strong>Sahtu</strong>settlement area is <strong>the</strong> proposal that a portion of <strong>the</strong> proposed Bluenose National Park may be within<strong>the</strong> settlement area.- The costs associated with <strong>the</strong> establishment of a National Park Management Committee will be <strong>the</strong>responsibility of CPS.- The National Park Management Committee shall consist of equal numbers of members to beappointed by <strong>the</strong> appropriate Renewable Resources Council or Councils <strong>and</strong> by <strong>the</strong> Minister ofEnvironment in consultation with <strong>the</strong> GNWT. For each member appointed <strong>the</strong>re shall be appointed analternate member in <strong>the</strong> same manner.SAHTU IMPLEMENTATION PLAN 78
