Minister makes a decision on an Impact Minister, DOE within a reasonable time<strong>and</strong> Benefit <strong>Plan</strong>of starting discussionson <strong>Plan</strong>ORIf <strong>the</strong> two parties fail to reach agreement CPS, <strong>Sahtu</strong> Tribalon an Impact <strong>and</strong> Benefit <strong>Plan</strong> <strong>the</strong>:Council, Minister,- <strong>Sahtu</strong> Tribal Council <strong>and</strong> CPS may DOEeach submit <strong>the</strong>ir own plan to Minister;- Minister considers plans <strong>and</strong> decideson a plan; <strong>and</strong>- Minister gives written reasons <strong>for</strong> hisdecision4. Establish National Park CPS after preparation of- where necessary, recognize <strong>Sahtu</strong> impact <strong>and</strong> benefit plantraditional <strong>and</strong> current use of l<strong>and</strong>s in<strong>the</strong> park in <strong>the</strong> policies <strong>and</strong> publicin<strong>for</strong>mation programs <strong>and</strong> materials- survey boundaries of <strong>the</strong> park5.
