ANNEX AANNEX AProject 14 – 1:Project Manager:Participant/Liaison:Licences <strong>for</strong> <strong>the</strong> commercial harvesting of treesGovernment of <strong>the</strong> Northwest Territories (GNWT) - Department of RenewableResources (DRR)Renewable Resources Council (RRC), Renewable Resources Board (Board)Obligations Addressed:14.1.7 (a) No new licence <strong>for</strong> <strong>the</strong> commercial harvesting of trees shall be granted without <strong>the</strong>consent of <strong>the</strong> affected Renewable Resources Council where such commercialharvesting would significantly affect <strong>the</strong> harvesting of wildlife by participants.(b) The affected Renewable Resources Council shall be consulted by government prior to anychange in <strong>the</strong> area of operation of an existing licence.(c) On application by an interested party, or on its own motion, <strong>the</strong> Board may review <strong>the</strong>decision of a Renewable Resources Council under (a) not to consent to such commercialharvesting <strong>and</strong> may permit such harvesting if <strong>the</strong> Board determines that it is reasonable, in<strong>the</strong> circumstances, to do so.ACTIVITIES RESPONSIBILITY TIMING GUIDELINES(in sequence)1. Consult with <strong>the</strong> affected RRC when DRR after settlementconsidering a new licence <strong>for</strong> <strong>the</strong> commerciallegislationharvesting of trees to determine whe<strong>the</strong>r suchnew licence could significantly affect <strong>the</strong>harvesting of wildlife by participants2. Seek <strong>the</strong> consent of <strong>the</strong> affected RRC DRR When a significanteffect on <strong>the</strong> harvestingof wildlife is expected3. Issue new licence DRR When consent given by<strong>the</strong> RRC4. Review <strong>the</strong> decision on application by an Board When <strong>the</strong> RRC doesinterested party or by its own motionnot give consent5. The Board may decide to permit <strong>the</strong> new Boardlicence if it determines it reasonable to do so6. Consult with <strong>the</strong> affected RRC where a DRR prior to a decision beingchange in <strong>the</strong> area of operation of anmadeexisting licence is sought by a licenseeFunding:- As regards <strong>the</strong> Government of <strong>the</strong> Northwest Territories, refer to summary <strong>for</strong> DRR (Project 13-19).<strong>Plan</strong>ning Assumptions:- Consultation with <strong>the</strong> RRCs will follow <strong>the</strong> <strong>for</strong>m defined in <strong>the</strong> <strong>Sahtu</strong> <strong>Dene</strong> <strong>and</strong> <strong>Metis</strong> agreementSAHTU IMPLEMENTATION PLAN 75
