ANNEX AProject 13 - 18:Project Manager:Participant/Liaison:Formulation of government positions in relation to international agreementsrespecting wildlife or wildlife habitatDepartment of Environment (DOE) - Canadian Wildlife Service (CWS),Department of Fisheries <strong>and</strong> Oceans (DFO)<strong>Sahtu</strong> Tribal Council (STC)Obligations Addressed:13.10.1 Government shall consult with <strong>the</strong> <strong>Sahtu</strong> Tribal Council with respect to <strong>the</strong> <strong>for</strong>mulation ofgovernment positions in relation to international agreements which may affect wildlife or wildlifehabitat in <strong>the</strong> settlement area, including negotiations with respect to methods of harvesting <strong>and</strong>amendments to <strong>the</strong> Migratory Birds Convention (1916), prior to adopting positions.Referenced Clauses: 13.6.6ACTIVITIES RESPONSIBILITY TIMING GUIDELINES(in sequence)1. Notify <strong>the</strong> STC that proposals are being CWS or DFO after settlementdeveloped in relation to internationallegislationagreements which may affect wildlife orwildlife habitat in <strong>the</strong> settlement area, includingnegotiations with respect to methods ofharvesting <strong>and</strong> amendments to <strong>the</strong> MigratoryBirds Convention (1916); provide <strong>the</strong> STC witha reasonable period of time to prepare its viewson <strong>the</strong> matter; <strong>and</strong> provide <strong>the</strong> STC with anopportunity to present its views2. Review <strong>the</strong> proposals <strong>and</strong> present views to STC within period providedCWS or DFO3. Give full <strong>and</strong> fair consideration to <strong>the</strong> views CWS or DFOpresented<strong>Plan</strong>ning Assumptions:- As applicable, funding to aboriginal groups consulted will be consistent with departmental practices.- In <strong>the</strong> event that an international agreement is reached <strong>and</strong> that agreement provides <strong>for</strong> a Canadianmanagement regime, <strong>the</strong> <strong>Sahtu</strong> Tribal Council will be provided with an opportunity to be representedin any such Canadian management regime.SAHTU IMPLEMENTATION PLAN 72
