They were developed for the purpose of estimating the funding to be provided to theRRCs. It is not intended that the RRCs shall be constrained to any particular expenditure line item.Planning Assumptions:- The powers of the RRCs are outlined in the agreement.- Should the role of the local Hunters' and Trappers' Association be taken over by a RRC, theGovernment of the Northwest Territories will provide the funding that would have gone to the localHunters' and Trappers' Association to that RRC.SAHTU IMPLEMENTATION PLAN 69
